AMENDMENT TO HOUSE BILL 2491 




2    AMENDMENT NO. ______. Amend House Bill 2491, AS AMENDED, 
3with reference to page and line numbers of House Amendment No. 
41, on page 1, by replacing line 7 with the following:
5    "Sec. 22.59. Pilot project for Will County and Grundy 
6County pyrolysis or gasification facility."; and

 
7on page 2, immediately below line 13, by inserting the 
8following:
9    "(b) Provided that permitting and construction has 
10commenced prior to July 1, 2025, a pilot project allowing for a 
11pyrolysis or gasification facility in accordance with this 
12Section is permitted for a locally zoned and approved site in 
13either Will County or Grundy County."; and
 


14on page 2, line 14, by replacing "(b)" with "(c)"; and
 


15on page 2, line 21, by replacing "(c)" with "(d)"; and

1on page 3, immediately below line 2, by inserting the 
2following:
3    "(e) If permitting and construction for the pilot project 
4under subsection (b) has not commenced by July 1, 2025, this 
5Section is repealed."; and
 


6on page 3, by replacing line 3 with the following:
 

7    "Section 99. Effective date. This Act takes effect July 1, 
82020."; and
 
9on page 3, line 4, by deleting "becoming law.".
