Amends the Illinois Lottery Law. Requires lottery tickets and instant scratch-off tickets to provide whether the proceeds from the purchase go toward the Common School Fund or a special cause. Requires the Department of the Lottery to adopt rules to implement the requirements, including providing the size of the description to be printed or published. Effective immediately.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Lottery Law is amended by adding |
5 | | Section 7.8b as follows: |
6 | | (20 ILCS 1605/7.8b new) |
7 | | Sec. 7.8b. Proceed disclosures on lottery tickets. |
8 | | (a) Except as provided in subsection (b), on and after the |
9 | | effective date of this amendatory Act of the 101st General |
10 | | Assembly, a ticket or share or instant scratch-off sold under |
11 | | this Act shall provide that the proceeds from the sale of the |
12 | | ticket or share or instant scratch-off go towards the Common |
13 | | School Fund or, for special instant scratch-off games |
14 | | established under Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, |
15 | | and 21.11, the cause for which the special instant scratch-off |
16 | | was established. |
17 | | (b) On and after the effective date of this amendatory Act |
18 | | of the 101st General Assembly, if a multi-state game ticket is |
19 | | sold in the State through an electronic device, then the sales |
20 | | screen used by the customer to purchase the multi-state game |
21 | | ticket shall provide that the proceeds from the sale of the |
22 | | multi-state game ticket go toward the Common School Fund. |
23 | | (c) The Department shall adopt rules to implement the |
