1 | | AN ACT concerning transportation.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 3-651 as follows:
|
6 | | (625 ILCS 5/3-651)
|
7 | | Sec. 3-651. U.S.
Marine Corps license plates. |
8 | | (a) In addition to any other special license plate, the |
9 | | Secretary, upon
receipt of all applicable fees and applications |
10 | | made in the form prescribed by
the Secretary of State, may |
11 | | issue special registration plates designated as
U.S. Marine |
12 | | Corps license plates to residents of Illinois who meet |
13 | | eligibility
requirements prescribed by the Secretary of State. |
14 | | The special plate issued
under this Section shall be affixed |
15 | | only to passenger vehicles of the first
division, motorcycles, |
16 | | motor vehicles of the second
division weighing not more than |
17 | | 8,000 pounds, and recreational vehicles as
defined by Section |
18 | | 1-169 of this Code. Plates issued under this Section shall
|
19 | | expire according to the staggered multi-year procedure |
20 | | established by Section
3-414.1 of this Code.
|
21 | | (b) The design, color, and format of the plates shall be |
22 | | wholly
within the discretion of the Secretary of State, except |
23 | | that the U.S. Marine
Corps emblem shall appear on the plates. |

1 | | The Secretary may, in his or
her discretion, allow the plates |
2 | | to be issued as vanity or personalized plates
in accordance |
3 | | with Section 3-405.1 of this Code. The plates are not required
|
4 | | to designate "Land Of Lincoln", as prescribed in subsection (b) |
5 | | of Section
3-412 of this Code. The Secretary shall prescribe |
6 | | the eligibility requirements
and, in his or her discretion, |
7 | | shall approve and prescribe stickers or decals
as provided |
8 | | under Section 3-412.
|
9 | | (c) An applicant shall be charged a $5 fee for original |
10 | | issuance in
addition to the applicable registration fee. This |
11 | | additional fee shall be deposited into the Marine Corps |
12 | | Scholarship Fund. For each
registration renewal period, an $18 |
13 | | fee, in addition to the appropriate
registration fee, shall be |
14 | | charged. This additional fee
shall be deposited into the Marine |
15 | | Corps Scholarship Fund.

16 | | (d) The Marine Corps Scholarship Fund is created as a |
17 | | special fund in
the State treasury. All moneys in the Marine |
18 | | Corps Scholarship Fund shall,
subject to appropriation by the |
19 | | General Assembly and distribution by the Secretary,
be used by |
20 | | the Marine Corps Coordinating Council of Illinois, Inc. |
21 | | Scholarship Foundation, Inc. , a recognized
charitable |
22 | | organization that meets the requirements of Title 26,
Section |
23 | | 501(c)(3) of the United States Code, to provide grants for
|
24 | | scholarships for higher education. The scholarship recipients |
25 | | must be the
children of current or former members of the United |
26 | | States Marine Corps
who meet the academic, financial, and other |

1 | | requirements established by the
Marine Corps Scholarship |
2 | | Foundation. In addition, the recipients must be
Illinois |
3 | | residents and must attend a college or university located
|
4 | | within the State of Illinois.
|
5 | | (e) In addition, the Marine Corps Coordinating Council of |
6 | | Illinois is authorized to provide grants to the Marine Corps |
7 | | Scholarship Foundation, the Young Marine National Foundation, |
8 | | the Women Marines Association, and to any local chapter of the |
9 | | Marine Corps League that is located in Illinois. Any grant |
10 | | money paid from the Marine Corps Scholarship Fund shall be used |
11 | | for scholarships for undergraduate, graduate, and career and |
12 | | technical education and certification, financial assistance, |
13 | | or monetary awards to veterans or veterans' families that are |
14 | | located within the State of Illinois. |

17 | | Section 99. Effective date. This Act takes effect July 1, |
18 | | 2019.
