Amends the Illinois Vehicle Code. Provides that the money in the Marine Corps Scholarship Fund shall be paid to the Marine Corps Coordinating Council of Illinois, Inc. (instead of the Marine Corps Scholarship Foundation, Inc.). Authorizes the Marine Corps Coordinating Council of Illinois to provide grants to the Marine Corps Scholarship Foundation, the Young Marine National Foundation, and the various chapters of the Marine Corps League throughout the State. Provides that any grant money paid from the Marine Corps Scholarship Fund shall be used for any academic, financial assistance, or monetary award to veterans or veterans' families that are located within the State of Illinois. Effective July 1, 2019.

4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 3-651 as follows:
|

7 | | Sec. 3-651. U.S.
Marine Corps license plates. |
8 | | (a) In addition to any other special license plate, the |
9 | | Secretary, upon
receipt of all applicable fees and applications |
10 | | made in the form prescribed by
the Secretary of State, may |
11 | | issue special registration plates designated as
U.S. Marine |
12 | | Corps license plates to residents of Illinois who meet |
13 | | eligibility
requirements prescribed by the Secretary of State. |
14 | | The special plate issued
under this Section shall be affixed |
15 | | only to passenger vehicles of the first
division, motorcycles, |
16 | | motor vehicles of the second
division weighing not more than |
17 | | 8,000 pounds, and recreational vehicles as
defined by Section |
18 | | 1-169 of this Code. Plates issued under this Section shall

19 | | expire according to the staggered multi-year procedure |
20 | | established by Section
3-414.1 of this Code.

21 | | (b) The design, color, and format of the plates shall be |
22 | | wholly
within the discretion of the Secretary of State, except |
23 | | that the U.S. Marine
Corps emblem shall appear on the plates. |
