Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to award grants to local business groups to address and study small business concerns related to a change in the minimum wage. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Department of Commerce and Economic |
| 5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
| 6 | | amended by adding Section 605-1025 as follows:
|
| 7 | | (20 ILCS 605/605-1025 new) |
| 8 | | Sec. 605-1025. Grants to business groups. The Department |
| 9 | | shall award grants to local business groups to address and |
| 10 | | study small business concerns related to a change in the |
| 11 | | minimum wage. Grants shall be used to research the potential |
| 12 | | impact of phasing in a minimum wage increase to $15 per hour by |
| 13 | | calendar year 2023. Organizations awarded grants under this |
| 14 | | Section shall submit an annual report to the Department that |
| 15 | | includes the impact of raising the minimum wage on businesses |
| 16 | | of different sizes, including the impact on business revenue |
| 17 | | and sustainability. The Department shall combine all reports |
| 18 | | and submit an inclusive report to the Governor and the General |
| 19 | | Assembly by January 1 of each year, with the first report due |
| 20 | | on January 1, 2020.

| 21 | | Section 99. Effective date. This Act takes effect upon |
| 22 | | becoming law.
