1 | | shall convene a workgroup to review legislation and make new |
2 | | policy recommendations relating to the health of residents of |
3 | | the State. |
4 | | (b) The workgroup shall examine the following: |
5 | | (1) The health of residents of the State, to the extent |
6 | | necessary to carry out the requirements of this Act. |
7 | | (2) Ways for units of local government and State |
8 | | agencies to collaborate in implementing policies that will |
9 | | positively impact the health of residents of the State. |
10 | | (3) The impact of the following on the health of |
11 | | residents of the State: |
12 | | (A) Access to safe and affordable housing. |
13 | | (B) Educational attainment. |
14 | | (C) Opportunities for employment. |
15 | | (D) Economic stability. |
16 | | (E) Inclusion, diversity, and equity in the |
17 | | workplace. |
18 | | (F) Barriers to career success and promotion in the |
19 | | workplace. |
20 | | (G) Access to transportation and mobility. |
21 | | (H) Social justice. |
22 | | (I) Environmental factors. |
23 | | (J) Public safety, including the impact of crime, |
24 | | citizen unrest, the criminal justice system, and |
25 | | governmental policies that affect individuals who are |
26 | | in prison or released from prison. |

1 | | (c) The workgroup, using a health in all policies |
2 | | framework, shall perform the following: |
3 | | (1) Review and make recommendations regarding how |
4 | | health considerations may be incorporated into the |
5 | | decision-making processes of government agencies and |
6 | | private stakeholders who interact with government |
7 | | agencies. |
8 | | (2) Foster collaboration among units of local |
9 | | government and State agencies. |
10 | | (3) Develop laws and policies to improve health and |
11 | | reduce health inequities. |
12 | | (4) Make recommendations regarding how to implement |
13 | | laws and policies to improve health and reduce health |
14 | | inequities. |
15 | | (d) The workgroup shall consist of the following members: |
16 | | (1) The Secretary of Human Services, or the Secretary's |
17 | | designee. |
18 | | (2) The Secretary of Transportation, or the |
19 | | Secretary's designee. |
20 | | (3) The Director of the Illinois Environmental |
21 | | Protection Agency, or the Director's designee. |
22 | | (4) The Director of Agriculture, or the Director's |
23 | | designee. |
24 | | (5) The Director of Labor, or the Director's designee. |
25 | | (6) The Director of Public Health, or the Director's |
26 | | designee. |

1 | | (7) One representative of a statewide public health |
2 | | association. |
3 | | (8) One administrator of a Federally Qualified Health |
4 | | Center. |

7 | | (10) One representative of an association representing |
8 | | hospitals and health systems. |
9 | | (11) The Director of Healthcare and Family Services, or |
10 | | the Director's designee. |
11 | | (12) The State Superintendent of Education, or the |
12 | | Superintendent's designee. |
13 | | (13) The Director of Corrections, or the Director's |
14 | | designee. |
15 | | (14) The Chair of the Criminal Justice Information |
16 | | Authority, or the Chair's designee. |
17 | | (15) The Director of Commerce and Economic |
18 | | Opportunity, or the Director's designee. |
19 | | (16) The Director of Aging, or the Director's designee. |
20 | | (17) One representative of the Office of the Governor |
21 | | appointed by the Governor. |
22 | | (18) One representative of a local health department |
23 | | located in a county with a population of less than |
24 | | 3,000,000. |
25 | | (19) One representative of a statewide public health |
26 | | institute representing multisector public health system |

1 | | stakeholders. |
2 | | (20) Two representatives of organizations that |
3 | | represent minority populations in public health. |
4 | | (21) One representative of a statewide organization |
5 | | representing physicians licensed to practice medicine in |
6 | | all its branches. |
7 | | (e) To the extent practicable, the members of the workgroup |
8 | | shall reflect the geographic, racial, ethnic, cultural, and |
9 | | gender diversity of the State. |
10 | | (f) Workgroup members shall serve without compensation. |
11 | | (g) A State agency or entity shall, in a timely manner, |
12 | | provide information in response to requests for information |
13 | | submitted by the workgroup, except where that information is |
14 | | otherwise prohibited from disclosure or dissemination by |
15 | | federal or State law, rules or regulations implementing federal |
16 | | or State law, or a court order. |
17 | | (h) The Department of Public Health shall provide |
18 | | administrative and other support to the workgroup.

19 | | (i) The workgroup shall meet at least twice a year and at |
20 | | other times as it deems appropriate. The workgroup shall |
21 | | prepare a report that summarizes its work and makes |
22 | | recommendations resulting from its study. On an annual basis, |
23 | | the University of Illinois at Chicago School of Public Health, |
24 | | in consultation with the Department of Public Health and |
25 | | members of the workgroup, shall determine a focus area for the |
26 | | report. Focus areas may include, but are not limited to, the |

1 | | areas designated in subsection (b) of Section 10. The workgroup |
2 | | shall submit the report of its findings and recommendations to |
3 | | the General Assembly by December 31, 2020 and by December 31 of |
4 | | each year thereafter. The annual report and recommendations |
5 | | shall be shared with the Department of Public Health and the |
6 | | State Board of Health and shall be considered in the |
7 | | development of the State Health Improvement Plan every 5 years.

8 | | Section 99. Effective date. This Act takes effect January |
9 | | 1, 2020.".
