Creates the Term Limit Referendum Act. Requires the State Board of Elections to cause a statewide advisory public question to be submitted to the voters at the 2020 general election asking whether there should be term limits for State Senators and State Representatives and whether executive officials should serve no more than 2 consecutive terms of office. Provides that if the provision of the Act conflicts with any other law, the Act controls. Repeals the Act on January 1, 2021. Effective immediately.

1 | | AN ACT concerning elections.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the Term |
5 | | Limit Referendum Act. |
6 | | Section 5. Referendum. The State Board of Elections shall |
7 | | cause a statewide advisory public question to be submitted to |
8 | | the voters at the general election to be held on November 6, |
9 | | 2020. The question shall appear in the following form: |
10 | | "If the following amendment adding the underlined language |
11 | | to the Illinois Constitution were proposed at the next |
12 | | election, should the amendment be passed? |
13 | | By adding Section 2.5 to Article IV as follows: |
14 | | " SECTION 2.5. TERM LIMITS |
15 | | A person may not hold the office of State Senator or |
16 | | State Representative or a combination of those offices for |
17 | | more than 20 years; provided that service before the second |
18 | | Wednesday in January of 2023 shall not be considered in the |
19 | | calculation of a person's service. "
