1 | | AN ACT concerning health.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Public Health Powers and |
5 | | Duties Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 2310-218 as follows: |
7 | | (20 ILCS 2310/2310-218 new) |
8 | | Sec. 2310-218. Phlebotomy on children and adults with
|
9 | | intellectual and developmental disabilities. |
10 | | (a) As used in this Section, "phlebotomist" means a person |
11 | | specifically trained to draw blood for diagnostic purposes in a |
12 | | health care setting. |
13 | | (b) The Department shall develop and make available |
14 | | training materials that ensure that all phlebotomists are |
15 | | trained in the most current methods of drawing blood from |
16 | | children and adults with intellectual and developmental |
17 | | disabilities. The materials shall conform to the best available |
18 | | practices used for drawing blood in a safe manner that is as |
19 | | comfortable as possible for the individual from whom blood is |
20 | | drawn and for the families, guardians, caretakers, or |
21 | | companions of the individual accompanying him or her while |
22 | | blood is drawn. The Department shall review these materials |
23 | | every 3 years to ensure that they conform with the best |
