AMENDMENT TO HOUSE BILL 765

2    AMENDMENT NO. ______. Amend House Bill 765 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Higher Education Student Assistance Act is
5amended by adding Section 65.58 as follows:
 
6    (110 ILCS 947/65.58 new)
7    Sec. 65.58. Teacher tuition reimbursement grant program.
8    (a) Beginning with the 2020-2021 academic year, the
9Commission shall, each year, receive and consider applications
10for grant assistance under this Section. An applicant is
11eligible for a grant under this Section if the Commission finds
12that the applicant meets all of the following qualifications:
13        (1) He or she is a resident of this State and a United
14    States citizen or eligible noncitizen.
15        (2) He or she graduated from a public university in
16    this State.

1        (3) He or she has outstanding student loan debt that
2    was incurred to pay tuition costs at a public university in
3    this State.
4        (4) He or she has taught at a public school in this
5    State for a minimum of 10 school years and is teaching at a
6    public school in this State at the time of application.
7    (b) All applications for grant assistance to be awarded
8under this Section shall be made to the Commission in a form as
9set forth by the Commission. The form of application and the
10information required to be set forth in the application shall
11be determined by the Commission, and the Commission shall
12require eligible applicants to submit with their applications
13any supporting documents that the Commission deems necessary.
14    (c) Each grant awarded under this Section may not exceed
15$20,000 per applicant and may be used by the recipient only for
16payment toward outstanding student loan debt that was incurred
17to pay tuition costs at a public university in this State. A
18recipient may not use a grant awarded under this Section for
19that portion of the recipient's student loan debt used to pay
20room and board costs or any other costs that do not include
21tuition at a public university in this State.
22    (d) The Commission must adopt rules to implement this
23Section.".
