Amends the General Assembly Operations Act. Provides that a liaison or other employee of an executive branch officer may not lobby on the floor of the House of Representatives or the Senate, or any employee thereof, while in session. Defines "lobby". Effective immediately.

1 | | AN ACT concerning State government.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The General Assembly Operations Act is amended |
5 | | by adding Section 20 as follows: |
6 | | (25 ILCS 10/20 new) |
7 | | Sec. 20. Lobbying prohibition. Notwithstanding any other |
8 | | law to the contrary, on and after the effective date of this |
9 | | amendatory Act of the 101st General Assembly, a person employed |
10 | | as a legislative liaison for, or otherwise employed by, an |
11 | | executive branch officer, or any agency, board, or commission |
12 | | under the control of an executive branch officer, may not lobby |
13 | | on the floor of the House of Representatives while the House of |
14 | | Representatives is in session or the floor of the Senate while |
15 | | the Senate is in session. For the purposes of this Section, |
16 | | "lobby" means any communication with a member of the House of |
17 | | Representatives or the Senate while that member is at his or |
18 | | her desk on the floor, or any employee of the House of |
19 | | Representatives or of the Senate, for the ultimate purpose of |
20 | | influencing any executive, legislative, or administrative |
21 | | action.
