New Act

    Creates the Self-Funding Limitation Act. Prohibits a person from expending or contributing more than $5,000,000 to a political committee of which he or she is a beneficiary.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Self-Funding Limitation Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Contribute" means to make a contribution, as that term is
8defined in Section 9-1.4 of the Election Code.
9    "Expend" means to make an expenditure, as that term is
10defined in Section 9-1.5 of the Election Code.
11    "Political committee" has the same meaning given to that
12term in Section 9-1.8 of the Election Code.
 
13    Section 10. Self-funding limitation. Notwithstanding any
14other law to the contrary, no person shall contribute or expend
15more than $5,000,000 to a political committee of which he or
16she is a beneficiary during a 2-year period that begins the day
17after a general election and ends through the next general
18election day.
