Amends the Election Code. Provides that for the 2020 general primary election and each election thereafter, each election authority shall mail to every registered voter within that election authority's jurisdiction a vote by mail ballot. Provides that ballots under the provisions must be sent to voters in a reasonable amount of time before the date of the election. Provides that the receipt of a ballot does not prevent a voter from instead casting a ballot in person. Provides that the State Board of Elections may adopt any rules necessary to implement the provisions.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Election Code is amended by adding Section |
5 | | 19-2.3 as follows: |
6 | | (10 ILCS 5/19-2.3 new) |
7 | | Sec. 19-2.3. All-mail elections. |
8 | | (a) For the 2020 general primary election and each election |
9 | | thereafter, each election authority shall mail to every |
10 | | registered voter within that election authority's jurisdiction |
11 | | a vote by mail ballot that meets the requirements of this |
12 | | Article. |
13 | | (b) Ballots mailed under this Section must be sent to |
14 | | voters in a reasonable amount of time before the date of the |
15 | | election. The receipt of a ballot under this Section does not |
16 | | prevent a voter from instead casting a ballot in person. |
17 | | (c) The State Board of Elections may adopt any rules |
18 | | necessary to implement this Section.
