4 | | "Section 5. The Critical Health Problems and Comprehensive |
5 | | Health
Education Act is amended by changing Section 3 as |
6 | | follows:
|
7 | | (105 ILCS 110/3)
|
8 | | Sec. 3. Comprehensive Health Education Program. The |
9 | | program established
under this Act shall include, but not be |
10 | | limited to, the following major
educational areas as a basis |
11 | | for curricula in all elementary and secondary
schools in this |
12 | | State: human ecology and health ; , human growth and
|
13 | | development ; , the emotional, psychological, physiological, |
14 | | hygienic , and
social responsibilities of family life, |
15 | | including sexual abstinence until
marriage ; , prevention and |
16 | | control of disease, including instruction in
grades 6 through |
|

1 | | 12 on the prevention, transmission and spread of AIDS ; , |
2 | | age-appropriate sexual abuse and assault awareness and |
3 | | prevention education in grades pre-kindergarten through 12 ; , |
4 | | public and environmental health ; , consumer health ; , safety |
5 | | education and
disaster survival ; , mental health and illness ; , |
6 | | personal health habits ; ,
alcohol and , drug use , and abuse , |
7 | | including the medical and legal ramifications
of alcohol, drug, |
8 | | and cannabis tobacco use ; , abuse during pregnancy ; , |
9 | | evidence-based and medically accurate information regarding |
10 | | sexual
abstinence ; , tobacco, including the medical and legal |
11 | | ramifications of tobacco use; nutrition ; , and dental health. |
12 | | The program shall also provide course material and instruction |
13 | | to advise pupils of the Abandoned Newborn Infant Protection |
14 | | Act.
The program shall include information about cancer, |
15 | | including without limitation types of cancer, signs and |
16 | | symptoms, risk factors, the importance of early prevention and |
17 | | detection, and information on where to go for help. |
18 | | Notwithstanding the above educational areas, the following |
19 | | areas may also
be included as a basis for curricula in all |
20 | | elementary and secondary
schools in this State: basic first aid |
21 | | (including, but not limited to,
cardiopulmonary resuscitation |
22 | | and the Heimlich maneuver), heart disease, diabetes, stroke, |
23 | | the
prevention of child abuse, neglect, and suicide, and teen |
24 | | dating violence in grades 7 through 12. Beginning with the |
25 | | 2014-2015 school year, training on how to properly administer |
26 | | cardiopulmonary resuscitation (which training must be in |

1 | | accordance with standards of the American Red Cross, the |
2 | | American Heart Association, or another nationally recognized |
3 | | certifying organization) and how to use an automated external |
4 | | defibrillator shall be included as a basis for curricula in all |
5 | | secondary schools in this State. |
6 | | The school board of each
public elementary and secondary |
7 | | school in the State
shall encourage all teachers and other |
8 | | school personnel to acquire,
develop, and maintain the |
9 | | knowledge and skills necessary to properly
administer |
10 | | life-saving techniques, including without limitation the
|
11 | | Heimlich maneuver and rescue breathing.
The training shall be |
12 | | in
accordance with standards of the
American Red Cross, the |
13 | | American Heart Association, or another nationally
recognized |
14 | | certifying organization.
A school board may use the
services of |
15 | | non-governmental entities whose personnel have expertise in
|
16 | | life-saving techniques to instruct teachers and other school |
17 | | personnel in
these techniques. Each school board
is encouraged |
18 | | to have in
its employ, or on its volunteer staff, at least one |
19 | | person who is certified, by
the American Red Cross or by |
20 | | another qualified certifying agency,
as qualified to |
21 | | administer first aid and
cardiopulmonary resuscitation. In |
22 | | addition, each school board is authorized to
allocate |
23 | | appropriate portions of its institute or inservice days to |
24 | | conduct
training programs for teachers and other school |
25 | | personnel who have expressed an
interest in becoming qualified |
26 | | to administer emergency first aid or
cardiopulmonary |

1 | | resuscitation. School boards are urged to
encourage their |
2 | | teachers and other school personnel who coach school athletic
|
3 | | programs and other extracurricular school activities to |
4 | | acquire, develop, and
maintain the knowledge and skills |
5 | | necessary to properly administer first aid
and cardiopulmonary |
6 | | resuscitation in accordance with standards and requirements
|
7 | | established by the American Red Cross or another qualified |
8 | | certifying agency. Subject to appropriation, the State Board of |
9 | | Education shall establish and administer a matching grant |
10 | | program to pay for half of the cost that a school district |
11 | | incurs in training those teachers and other school personnel |
12 | | who express an interest in becoming qualified to administer |
13 | | cardiopulmonary resuscitation (which training must be in
|
14 | | accordance with standards of the
American Red Cross, the |
15 | | American Heart Association, or another nationally
recognized |
16 | | certifying organization) or in learning how to use an automated |
17 | | external defibrillator. A school district that applies for a |
18 | | grant must demonstrate that it has funds to pay half of the |
19 | | cost of the training for which matching grant money is sought. |
20 | | The State Board of Education shall award the grants on a |
21 | | first-come, first-serve basis.

22 | | No pupil shall be
required to take or participate in any |
23 | | class or course on AIDS or family
life instruction or to |
24 | | receive training on how to properly administer cardiopulmonary |
25 | | resuscitation or how to use an automated external defibrillator |
26 | | if his or her parent or guardian submits written objection
|

1 | | thereto, and refusal to take or participate in the course or |
2 | | program or the training shall
not be reason for suspension or |
3 | | expulsion of the pupil.
|
4 | | Curricula developed under programs established in |
5 | | accordance with this
Act in the major educational area of |
6 | | alcohol and drug use and abuse , including cannabis, shall
|
7 | | include classroom instruction in grades 5 through 12. The |
8 | | instruction,
which shall include matters relating to both the |
9 | | physical and legal effects
and ramifications of drug and |
10 | | substance abuse, including cannabis, shall be integrated into
|
11 | | existing curricula; and the State Board of Education shall |
12 | | develop and make
available to all elementary and secondary |
13 | | schools in this State
instructional materials and guidelines |
14 | | which will assist the schools in
incorporating the instruction |
15 | | into their existing curricula. In
addition, school districts |
16 | | may offer, as part of existing curricula during
the school day |
17 | | or as part of an after school program, support services and
|
18 | | instruction for pupils or pupils whose parent, parents, or |
19 | | guardians are
chemically dependent.
