AMENDMENT TO HOUSE BILL 205




2    AMENDMENT NO. ______. Amend House Bill 205 by replacing 
3everything after the enacting clause with the following:



 
4    "Section 5. The Public Community College Act is amended  by 
5adding Section 3-80 as follows:
 
6    (110 ILCS 805/3-80  new)
7    Sec. 3-80. Baccalaureate degree in nursing pilot program.
8    (a) The Board of Trustees of Community College District No. 
9508 may establish and offer at Malcolm X College a 
10baccalaureate-level nursing education pilot program, commonly 
11referred to as a  baccalaureate completion program (RN to BSN), 
12that confers a bachelor of science degree in nursing if all of 
13the following conditions are met:
14        (1) The Board of Trustees meets all of the requirements 
15    as set forth in subsection (b), and the program has been 
16    approved by the State Board to offer a bachelor of science

1    degree in nursing.
2        (2) After the program has been approved by the State 
3    Board, the Board of Higher Education shall consider the 
4    program for approval in a manner consistent with new 
5    bachelor's degree programs at public and private 
6    universities in this State.
7        (3) The Board of Trustees has identified and 
8    documented, in writing, unmet workforce needs in the 
9    subject area of the baccalaureate degree to be offered. The 
10    Board of Trustees shall publish on the community college 
11    district's website and make publicly available the 
12    documentation and shall present the documentation to the 
13    State Board.
14        (4) The community college shall hold a national 
15    professional nursing accreditation or have applied for the 
16    accreditation from the Commission on Collegiate Nursing 
17    Education, the Accreditation Commission for Education in 
18    Nursing, or the Commission for Nursing Education 
19    Accreditation.
20        (5) The community college shall offer and maintain an 
21    associate degree in nursing.
22        (6) The Board of Trustees must demonstrate, in writing, 
23    how the community college will enhance future 
24    opportunities for minority and bilingual populations by 
25    focusing outreach efforts and giving preference to those 
26    students in order to meet workforce needs.

1    (b) The Board of Trustees shall demonstrate that the 
2community college has the expertise, resources, and student 
3interest to offer a quality bachelor of science degree in 
4nursing. An application for approval from the State Board shall 
5include, but is not limited to, all of the following:
6        (1) The Board of Trustees shall describe the labor 
7    market need as specified in paragraph (3) of subsection 
8    (a).
9        (2) The Board of Trustees shall describe the program's 
10    purpose, its target population, related occupations, and 
11    career paths.
12        (3) The Board of Trustees shall demonstrate that the 
13    community college has developed quality curricula that 
14    aligns with federal, State, and local requirements and will 
15    prepare graduates with the appropriate level of skill to 
16    meet their educational goals.
17        (4) The Board of Trustees shall verify the community 
18    college district has the fiscal resources in place or has 
19    budgeted for financial support for the program in a 
20    cost-effective manner.
21        (5) The Board of Trustees shall identify and document 
22    the faculty available for teaching the program, including 
23    the number of full-time faculty anticipated to teach in the 
24    program, a description of their qualifications (including 
25    highest degree earned), teaching experience, professional 
26    experience, and licenses held. The Board of Trustees must

1    also indicate how faculty are to be evaluated.
2    (c) The community college district is prohibited from using 
3semester credit hours generated in baccalaureate degree 
4programs for grants received pursuant to Section 2-16.02 of 
5this Act.
6    (d) The State Board shall conduct a statewide evaluation of 
7a pilot program established under this Section. The results of 
8the evaluation shall be reported on or before July 1, 2023 to 
9all of the following:
10        (1) The Board of Higher Education.
11        (2) The Speaker of the House of Representatives.
12        (3) The Minority Leader of the House of 
13    Representatives.
14        (4) The President of the Senate.
15        (5) The Minority Leader of the Senate.
16        (6) The Governor's Office of Management and Budget.
17    The evaluation shall include, but is not limited to, all of 
18the following:
19        (A) Information identifying applicants, admissions, 
20    enrollment, the demographic characteristics of students, 
21    and degree recipients.
22        (B) The extent to which the program fulfills identified 
23    workforce needs.
24        (C) Information on the pace of employment of students 
25    and the subsequent job placement of graduates.
26        (D) The cost of the program and the funding sources

1    that were used to finance the program.
2        (E) Time-to-degree rates and completion rates for the 
3    program.
4        (F) The extent to which the program is in compliance 
5    with the requirements of this Section.
6    The Board of Trustees shall submit the information 
7necessary to conduct the evaluation required under this 
8subsection, as determined by the evaluator, to the State 
9Board.".
