2 | | (2) After the program has been approved by the State |
3 | | Board, the Board of Higher Education shall consider the |
4 | | program for approval in a manner consistent with new |
5 | | bachelor's degree programs at public and private |
6 | | universities in this State. |
7 | | (3) The Board of Trustees has identified and |
8 | | documented, in writing, unmet workforce needs in the |
9 | | subject area of the baccalaureate degree to be offered. The |
10 | | Board of Trustees shall publish on the community college |
11 | | district's website and make publicly available the |
12 | | documentation and shall present the documentation to the |
13 | | State Board. |
14 | | (4) The community college shall hold a national |
15 | | professional nursing accreditation or have applied for the |
16 | | accreditation from the Commission on Collegiate Nursing |
17 | | Education, the Accreditation Commission for Education in |
18 | | Nursing, or the Commission for Nursing Education |
19 | | Accreditation. |
20 | | (5) The community college shall offer and maintain an |
21 | | associate degree in nursing. |
22 | | (6) The Board of Trustees must demonstrate, in writing, |
23 | | how the community college will enhance future |
24 | | opportunities for minority and bilingual populations by |
25 | | focusing outreach efforts and giving preference to those |
26 | | students in order to meet workforce needs. |

1 | | (b) The Board of Trustees shall demonstrate that the |
2 | | community college has the expertise, resources, and student |
3 | | interest to offer a quality bachelor of science degree in |
4 | | nursing. An application for approval from the State Board shall |
5 | | include, but is not limited to, all of the following: |
6 | | (1) The Board of Trustees shall describe the labor |
7 | | market need as specified in paragraph (3) of subsection |
8 | | (a). |
9 | | (2) The Board of Trustees shall describe the program's |
10 | | purpose, its target population, related occupations, and |
11 | | career paths. |
12 | | (3) The Board of Trustees shall demonstrate that the |
13 | | community college has developed quality curricula that |
14 | | aligns with federal, State, and local requirements and will |
15 | | prepare graduates with the appropriate level of skill to |
16 | | meet their educational goals. |
17 | | (4) The Board of Trustees shall verify the community |
18 | | college district has the fiscal resources in place or has |
19 | | budgeted for financial support for the program in a |
20 | | cost-effective manner. |
21 | | (5) The Board of Trustees shall identify and document |
22 | | the faculty available for teaching the program, including |
23 | | the number of full-time faculty anticipated to teach in the |
24 | | program, a description of their qualifications (including |
25 | | highest degree earned), teaching experience, professional |
26 | | experience, and licenses held. The Board of Trustees must |

1 | | also indicate how faculty are to be evaluated. |
2 | | (c) The community college district is prohibited from using |
3 | | semester credit hours generated in baccalaureate degree |
4 | | programs for grants received pursuant to Section 2-16.02 of |
5 | | this Act. |
6 | | (d) The State Board shall conduct a statewide evaluation of |
7 | | a pilot program established under this Section. The results of |
8 | | the evaluation shall be reported on or before July 1, 2023 to |
9 | | all of the following: |
10 | | (1) The Board of Higher Education. |
11 | | (2) The Speaker of the House of Representatives. |
12 | | (3) The Minority Leader of the House of |
13 | | Representatives. |
14 | | (4) The President of the Senate. |
15 | | (5) The Minority Leader of the Senate. |
16 | | (6) The Governor's Office of Management and Budget. |
17 | | The evaluation shall include, but is not limited to, all of |
18 | | the following: |
19 | | (A) Information identifying applicants, admissions, |
20 | | enrollment, the demographic characteristics of students, |
21 | | and degree recipients. |
22 | | (B) The extent to which the program fulfills identified |
23 | | workforce needs. |
24 | | (C) Information on the pace of employment of students |
25 | | and the subsequent job placement of graduates. |
26 | | (D) The cost of the program and the funding sources |

1 | | that were used to finance the program. |
2 | | (E) Time-to-degree rates and completion rates for the |
3 | | program. |
4 | | (F) The extent to which the program is in compliance |
5 | | with the requirements of this Section. |
6 | | The Board of Trustees shall submit the information |
7 | | necessary to conduct the evaluation required under this |
8 | | subsection, as determined by the evaluator, to the State |
9 | | Board. ".
