3 | | everything after the enacting clause with the following:

4 | | "Section 1. Short title. This Act may be cited as the Safe |
5 | | Spaces in Public Places Act. |
6 | | Section 5. Definitions. In this Act: |
7 | | "Board" means the Board of Higher Education. |
8 | | "Institution of higher learning" has the meaning given to |
9 | | that term under the Higher Education Student Assistance Act. |
10 | | "Public entrance" means the main entrance to each building, |
11 | | gymnasium, or football stadium of an institution of higher |
12 | | learning. "Public entrance" does not include a service |
13 | | entrance, secondary door, or bus loading zone entrance. |
14 | | Section 10. Metal detector pilot program. |
15 | | (a) Subject to appropriation, beginning with the 2020-2021 |

1 | | academic year, the Board must develop and implement a metal |
2 | | detector pilot program for each public university that includes |
3 | | the use of walk-through metal detectors at the university's |
4 | | public entrances. |
5 | | (b) The Board of Higher Education shall, subject to |
6 | | appropriation, make grants available to each institution of |
7 | | higher learning to assist in the purchase and operation of |
8 | | walk-through metal detectors under this Act. |
9 | | Section 50. The School Code is amended by adding Section |
10 | | 2-3.176 as follows: |
11 | | (105 ILCS 5/2-3.176 new) |
12 | | Sec. 2-3.176. Metal detector pilot program. |
13 | | (a) In this Section, "public entrance" means the main |
14 | | entrance of a school building, gymnasium, or football stadium. |
15 | | "Public entrance" does not include a service entrance, |
16 | | secondary door, or school bus loading zone entrance. |
17 | | (b) Subject to appropriation, beginning with the 2020-2021 |
18 | | school year, the State Board of Education must develop and |
19 | | implement a metal detector pilot program for school districts |
20 | | to install and operate walk-through metal detectors at the |
21 | | public entrances of schools and at school sporting events. |
22 | | (c) In consultation and cooperation with the State Board of |
23 | | Education, the Department of State Police shall provide |
24 | | training to school district employees in the use of |

1 | | walk-through metal detectors and the protocol for responding if |
2 | | contraband is detected with the use of a walk-through metal |
3 | | detector. |
4 | | (d) The State Board of Education shall, subject to |
5 | | appropriation, make grants available to a school district to |
6 | | assist in the purchase and operation of walk-through metal |
7 | | detectors under this Section. |
8 | | Section 55. The Hospital Licensing Act is amended by adding |
9 | | Section 7.7 as follows: |
10 | | (210 ILCS 85/7.7 new) |
11 | | Sec. 7.7. Metal detectors required. |
12 | | (a) In this Section, "point of entry" means an entrance |
13 | | accessible to the public. "Point of entry" does not include an |
14 | | ambulance entrance. |
15 | | (b) Beginning on January 1, 2020, a hospital licensed under |
16 | | this Act shall implement and maintain a security screening |
17 | | program for the use of walk-through metal detectors at the |
18 | | hospital's points of entry to secure those entrances.

19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.".
