Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue special registration plates designated as Post-Traumatic Stress Disorder Awareness license plates. Provides that the original fee and renewal fee shall be $25. Creates the Post-Traumatic Stress Disorder Awareness Fund. Makes corresponding changes in the State Finance Act.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.891 as follows: |

7 | | Sec. 5.891. The Post-Traumatic Stress Disorder Awareness |
8 | | Fund. |
9 | | Section 10. The Illinois Vehicle Code is amended by adding |
10 | | Section 3-699.17 as follows: |

12 | | Sec. 3-699.17. Post-Traumatic Stress Disorder Awareness |
13 | | license plates. |
14 | | (a) The Secretary, upon receipt of an application made in |
15 | | the form prescribed by the Secretary, may issue special |
16 | | registration plates designated as Post-Traumatic Stress |
17 | | Disorder Awareness license plates. The special plates issued |
18 | | under this Section shall be affixed only to passenger vehicles |
19 | | of the first division and motor vehicles of the second division |
20 | | weighing not more than 8,000 pounds. Plates issued under this |
21 | | Section shall expire according to the multi-year procedure |

1 | | established by Section 3-414.1 of this Code. |
2 | | (b) The design and color of the plates is wholly within the |
3 | | discretion of the Secretary. The Secretary may allow the plates |
4 | | to be issued as vanity plates or personalized under Section |
5 | | 3-405.1 of this Code. The Secretary shall prescribe stickers or |
6 | | decals as provided under Section 3-412 of this Code. |
7 | | (c) An applicant for the special plate shall be charged a |
8 | | $25 fee for original issuance in addition to the appropriate |
9 | | registration fee. Of this fee, $10 shall be deposited into the |
10 | | Post-Traumatic Stress Disorder Awareness Fund and $15 shall be |
11 | | deposited into the Secretary of State Special License Plate |
12 | | Fund, to be used by the Secretary to help defray administrative |
13 | | processing costs.
For each registration renewal period, a $25 |
14 | | fee, in addition to the appropriate registration fee, shall be |
15 | | charged. Of this fee, $23 shall be deposited into the |
16 | | Post-Traumatic Stress Disorder Awareness Fund and $2 shall be |
17 | | deposited into the Secretary of State Special License Plate |
18 | | Fund. |
19 | | (d) The Post-Traumatic Stress Disorder Awareness Fund is |
20 | | created as a special fund in the State treasury. All money in |
21 | | the Post-Traumatic Stress Disorder Awareness Fund shall be |
22 | | paid, subject to appropriation by the General Assembly and |
23 | | distribution by the Secretary, as grants to K9s for Veterans, |
24 | | NFP for support, education, and awareness of veterans with |
25 | | post-traumatic stress disorder.
