SYNOPSIS AS INTRODUCED:

    Amends the Legislative Commission Reorganization Act of 1984. Provides for the acquisition and placement of statues depicting: (1) President Ronald W. Reagan; (2) President Barack H. Obama; (3) Governor James R. Thompson; (4) State Representative and Illinois labor union leader Reuben G. Soderstrom; (5) Mayor of Chicago Harold Washington; and (6) Jean Baptiste Point du Sable at the State Capitol Building. Provides that the Architect of the Capitol may provide for the design and fabrication of the statues, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement. Requires the Architect of the Capitol to take actions necessary to provide for the placement and unveiling of the statues within specified periods of time. Requires the Architect of the Capitol to issue a report to the Governor and General Assembly detailing his or her actions in acquiring and placing the statues. Provides that the Capitol Restoration Trust Fund shall contain 6 separate accounts for the deposit of funds donated for the payment of expenses associated with the placement of the statues. Provides that the separate accounts may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statues. 1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by changing Section 8A-35 and by adding
6Section 8A-60 as follows:
 
7    (25 ILCS 130/8A-35)
8    Sec. 8A-35. Capitol Restoration Trust Fund;
9appropriations.
10    (a) The Capitol Restoration Trust Fund is created as a
11special fund within the State treasury. The Fund may accept
12deposits from any source, whether private or public, and may be
13appropriated only for the use of the Architect of the Capitol
14in the performance of his or her powers and duties. The
15Architect of the Capitol may seek private and public funds for
16deposit into the Capitol Restoration Trust Fund.
17    (a-5) The Capitol Restoration Trust Fund shall contain a
18separate account for the deposit of funds donated for the
19payment of expenses associated with the placement of a
20Presidential Statue at the State Capitol Building depicting
21President Ronald W. Reagan, as provided under Section 8A-60.
22The separate account may accept deposits from any source,
23whether private or public, and may be appropriated only for use

1by the Architect of the Capitol for expenses associated with
2the acquisition, placement, and maintenance of the
3Presidential Statue authorized under subsection (a) of Section
48A-60. The Architect of the Capitol may seek private and public
5funds for deposit into the separate account of the Capitol
6Restoration Trust Fund established under this subsection
7(a-5).
8    (a-10) The Capitol Restoration Trust Fund shall contain a
9separate account for the deposit of funds donated for the
10payment of expenses associated with the placement of a
11Presidential Statue at the State Capitol Building depicting
12President Barack H. Obama, as provided under Section 8A-60. The
13separate account may accept deposits from any source, whether
14private or public, and may be appropriated only for use by the
15Architect of the Capitol for expenses associated with the
16acquisition, placement, and maintenance of the Presidential
17Statue authorized under subsection (b) of Section 8A-60. The
18Architect of the Capitol may seek private and public funds for
19deposit into the separate account of the Capitol Restoration
20Trust Fund established under this subsection (a-10).
21    (a-15) The Capitol Restoration Trust Fund shall contain a
22separate account for the deposit of funds donated for the
23payment of expenses associated with the placement of a statue
24at the State Capitol Building depicting Governor James R.
25Thompson, as provided under Section 8A-60. The separate account
26may accept deposits from any source, whether private or public,

1and may be appropriated only for use by the Architect of the
2Capitol for expenses associated with the acquisition,
3placement, and maintenance of the statue authorized under
4subsection (c) of Section 8A-60. The Architect of the Capitol
5may seek private and public funds for deposit into the separate
6account of the Capitol Restoration Trust Fund established under
7this subsection (a-15).
8    (a-20) The Capitol Restoration Trust Fund shall contain a
9separate account for the deposit of funds donated for the
10payment of expenses associated with the placement of a statue
11at the State Capitol Building depicting State Representative
12and Illinois labor union leader Reuben G. Soderstrom, as
13provided under Section 8A-60. The separate account may accept
14deposits from any source, whether private or public, and may be
15appropriated only for use by the Architect of the Capitol for
16expenses associated with the acquisition, placement, and
17maintenance of the statue authorized under subsection (d) of
18Section 8A-60. The Architect of the Capitol may seek private
19and public funds for deposit into the separate account of the
20Capitol Restoration Trust Fund established under this
21subsection (a-20).
22    (a-25) The Capitol Restoration Trust Fund shall contain a
23separate account for the deposit of funds donated for the
24payment of expenses associated with the placement of a statue
25at the State Capitol Building depicting Mayor of Chicago Harold
26Washington, as provided under Section 8A-60. The separate

2public, and may be appropriated only for use by the Architect
3of the Capitol for expenses associated with the acquisition,
4placement, and maintenance of the statue authorized under
5subsection (e) of Section 8A-60. The Architect of the Capitol
6may seek private and public funds for deposit into the separate
7account of the Capitol Restoration Trust Fund established under
8this subsection (a-25).
9    (a-30) The Capitol Restoration Trust Fund shall contain a
10separate account for the deposit of funds donated for the
11payment of expenses associated with the placement of a statue
12at the State Capitol Building depicting Jean Baptiste Point du
13Sable, as provided under Section 8A-60. The separate account
14may accept deposits from any source, whether private or public,
15and may be appropriated only for use by the Architect of the
16Capitol for expenses associated with the acquisition,
17placement, and maintenance of the statue authorized under
18subsection (f) of Section 8A-60. The Architect of the Capitol
19may seek private and public funds for deposit into the separate
20account of the Capitol Restoration Trust Fund established under
21this subsection (a-30).
22    (b) The Architect of the Capitol shall submit all budget
23requests to implement the master plan that relate to areas of
24the legislative complex other than the State Capitol Building
25to the Capitol Historic Preservation Board for review and
26comment. The Architect of the Capitol shall submit all budget

1requests to the Board of the Office of the Architect of the
2Capitol for approval.

6    (a) The Architect of the Capitol, at the direction of the
7Board of the Office of the Architect of the Capitol, shall
8provide for the acquisition and placement of a statue at the
9State Capitol Building depicting 40th President of the United
10States Ronald W. Reagan. The Architect of the Capitol may
11provide for the design and fabrication of the statue, or may
12otherwise acquire, using funds collected for such purpose or a
13statue donated to the Office of the Architect of the Capitol, a
14suitable statue for placement under this Section.
15    (b) The Architect of the Capitol, at the direction of the
16Board of the Office of the Architect of the Capitol, shall
17provide for the acquisition and placement of a statue at the
18State Capitol Building depicting 44th President of the United
19States Barack H. Obama. The Architect of the Capitol may
20provide for the design and fabrication of the statue, or may
21otherwise acquire, using funds collected for such purpose or a
22statue donated to the Office of the Architect of the Capitol, a
23suitable statue for placement under this Section.
24    (c) The Architect of the Capitol, at the direction of the
25Board of the Office of the Architect of the Capitol, shall

1provide for the acquisition and placement of a statue at the
2State Capitol Building depicting 37th Governor of the State of
3Illinois James R. Thompson. The Architect of the Capitol may
4provide for the design and fabrication of the statue, or may
5otherwise acquire, using funds collected for such purpose or a
6statue donated to the Office of the Architect of the Capitol, a
7suitable statue for placement under this Section.
8    (d) The Architect of the Capitol, at the direction of the
9Board of the Office of the Architect of the Capitol, shall
10provide for the acquisition and placement of a statue at the
11State Capitol Building depicting State Representative and
12Illinois labor union leader Reuben G. Soderstrom. The Architect
13of the Capitol may provide for the design and fabrication of
14the statue, or may otherwise acquire, using funds collected for
15such purpose or a statue donated to the Office of the Architect
16of the Capitol, a suitable statue for placement under this
17Section.
18    (e) The Architect of the Capitol, at the direction of the
19Board of the Office of the Architect of the Capitol, shall
20provide for the acquisition and placement of a statue at the
21State Capitol Building depicting Mayor of Chicago Harold
22Washington. The Architect of the Capitol may provide for the
23design and fabrication of the statue, or may otherwise acquire,
24using funds collected for such purpose or a statue donated to
25the Office of the Architect of the Capitol, a suitable statue
26for placement under this Section.

1    (f) The Architect of the Capitol, at the direction of the
2Board of the Office of the Architect of the Capitol, shall
3provide for the acquisition and placement of a statue at the
4State Capitol Building depicting Jean Baptiste Point du Sable.
5The Architect of the Capitol may provide for the design and
6fabrication of the statue, or may otherwise acquire, using
7funds collected for such purpose or a statue donated to the
8Office of the Architect of the Capitol, a suitable statue for
9placement under this Section.
10    (g) The Architect of the Capitol, at the direction of the
11Board of the Office of the Architect of the Capitol, shall take
12actions necessary to provide for the placement and unveiling of
13the Presidential Statues authorized under subsections (a) and
14(b) at the Capitol by February 15, 2021 (Presidents' Day).
15Prior to the placement of the statues at the Capitol, the
16Architect of the Capitol shall issue a report detailing his or
17her actions in acquiring and placing the statues specified
18under this subsection (g). The report shall be delivered to the
19Governor and the General Assembly on or before December 1,
202020. The report to the General Assembly shall be filed with
21the Clerk of the House of Representatives and the Secretary of
22the Senate in electronic form only, in the manner that the
23Clerk and the Secretary shall direct.
24    (h) The Architect of the Capitol, at the direction of the
25Board of the Office of the Architect of the Capitol, shall take
26actions necessary to provide for the placement and unveiling of

1the statues authorized under subsections (c), (d), (e), and (f)
2within a reasonable period of time after the effective date of
3this amendatory Act of the 101st General Assembly, except that,
4notwithstanding the requirements of subsection (g), the statue
5depicting Reuben G. Soderstrom shall be placed on Capitol
6grounds before any other statue authorized under this Section.
7Prior to the placement of the statues at the Capitol, the
8Architect of the Capitol shall issue a report detailing his or
9her actions in acquiring and placing the statues specified
10under this subsection (h). The report shall be delivered to the
11Governor and the General Assembly. The report to the General
12Assembly shall be filed with the Clerk of the House of
13Representatives and the Secretary of the Senate in electronic
14form only, in the manner that the Clerk and the Secretary shall
15direct.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.
