2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Legislative Commission Reorganization Act | ||||||||||||||||||||||||||
5 | of 1984 is amended by changing Section 8A-35 and by adding | ||||||||||||||||||||||||||
6 | Section 8A-60 as follows: | ||||||||||||||||||||||||||
7 | (25 ILCS 130/8A-35)
| ||||||||||||||||||||||||||
8 | Sec. 8A-35. Capitol Restoration Trust Fund; | ||||||||||||||||||||||||||
9 | appropriations.
| ||||||||||||||||||||||||||
10 | (a) The Capitol Restoration Trust Fund is created as a | ||||||||||||||||||||||||||
11 | special fund within
the State treasury. The Fund may accept | ||||||||||||||||||||||||||
12 | deposits from any source, whether
private or public, and may be | ||||||||||||||||||||||||||
13 | appropriated only for the use of the Architect of
the Capitol | ||||||||||||||||||||||||||
14 | in the performance of his or her powers and duties. The | ||||||||||||||||||||||||||
15 | Architect
of the Capitol may seek private and public funds for | ||||||||||||||||||||||||||
16 | deposit into the Capitol
Restoration Trust Fund.

17 | (a-5) The Capitol Restoration Trust Fund shall contain a | ||||||||||||||||||||||||||
18 | separate account for the deposit of funds donated for the | ||||||||||||||||||||||||||
19 | payment of expenses associated with the placement of a | ||||||||||||||||||||||||||
20 | Presidential Statue at the State Capitol Building depicting | ||||||||||||||||||||||||||
21 | President Ronald W. Reagan, as provided under Section 8A-60. | ||||||||||||||||||||||||||
22 | The separate account may accept deposits from any source, | ||||||||||||||||||||||||||
23 | whether
private or public, and may be appropriated only for use |

2 | the acquisition, placement, and maintenance of the | ||||||
3 | Presidential Statue authorized under subsection (a) of Section | ||||||

5 | funds for deposit into the separate account of the Capitol

6 | Restoration Trust Fund established under this subsection | ||||||
7 | (a-5). | ||||||

15 | Architect of
the Capitol for expenses associated with the | ||||||
16 | acquisition, placement, and maintenance of the Presidential | ||||||
17 | Statue authorized under subsection (b) of Section 8A-60. The | ||||||
18 | Architect
of the Capitol may seek private and public funds for | ||||||
19 | deposit into the separate account of the Capitol
Restoration | ||||||
20 | Trust Fund established under this subsection (a-10). | ||||||
21 | (a-15) The Capitol Restoration Trust Fund shall contain a | ||||||
22 | separate account for the deposit of funds donated for the | ||||||
23 | payment of expenses associated with the placement of a statue | ||||||
24 | at the State Capitol Building depicting Governor James R. | ||||||
25 | Thompson, as provided under Section 8A-60. The separate account | ||||||
26 | may accept deposits from any source, whether

15 | appropriated only for use by the Architect of
the Capitol for | ||||||
16 | expenses associated with the acquisition, placement, and | ||||||
17 | maintenance of the statue authorized under subsection (d) of | ||||||
18 | Section 8A-60. The Architect
of the Capitol may seek private | ||||||
19 | and public funds for deposit into the separate account of the | ||||||
20 | Capitol
Restoration Trust Fund established under this | ||||||
21 | subsection (a-20). | ||||||
22 | (b) The Architect of the Capitol shall submit all budget | ||||||
23 | requests to
implement the master plan that relate to areas of | ||||||
24 | the legislative complex other
than the State Capitol Building | ||||||
25 | to the
Capitol Historic Preservation Board for review and | ||||||
26 | comment. The Architect of
the Capitol shall submit all budget

2 | Capitol for
approval.

14 | suitable statue for placement under this Section. | ||||||
15 | (b) The Architect of the Capitol, at the direction of the | ||||||
16 | Board of the Office of the Architect of the Capitol, shall | ||||||
17 | provide for the acquisition and placement of a statue at the | ||||||
18 | State Capitol Building depicting 44th President of the United | ||||||
19 | States Barack H. Obama. The Architect of the Capitol may | ||||||
20 | provide for the design and fabrication of the statue, or may | ||||||
21 | otherwise acquire, using funds collected for such purpose or a | ||||||
22 | statue donated to the Office of the Architect of the Capitol, a | ||||||
23 | suitable statue for placement under this Section. | ||||||
24 | (c) The Architect of the Capitol, at the direction of the | ||||||
25 | Board of the Office of the Architect of the Capitol, shall |

2 | State Capitol Building depicting 37th Governor of the State of | ||||||
3 | Illinois James R. Thompson. The Architect of the Capitol may | ||||||
4 | provide for the design and fabrication of the statue, or may | ||||||
5 | otherwise acquire, using funds collected for such purpose or a | ||||||
6 | statue donated to the Office of the Architect of the Capitol, a | ||||||
7 | suitable statue for placement under this Section. | ||||||
8 | (d) The Architect of the Capitol, at the direction of the | ||||||
9 | Board of the Office of the Architect of the Capitol, shall | ||||||
10 | provide for the acquisition and placement of a statue at the | ||||||
11 | State Capitol Building depicting State Representative and | ||||||
12 | Illinois labor union leader Reuben G. Soderstrom. The Architect | ||||||
13 | of the Capitol may provide for the design and fabrication of | ||||||
14 | the statue, or may otherwise acquire, using funds collected for | ||||||
15 | such purpose or a statue donated to the Office of the Architect | ||||||
16 | of the Capitol, a suitable statue for placement under this | ||||||
17 | Section. | ||||||
18 | (e) The Architect of the Capitol, at the direction of the | ||||||
19 | Board of the Office of the Architect of the Capitol, shall take | ||||||
20 | actions necessary to provide for the placement and unveiling of | ||||||
21 | the Presidential Statues authorized under subsections (a) and | ||||||
22 | (b) at the Capitol by February 15, 2021 (Presidents' Day). | ||||||
23 | Prior to the placement of the statues at the Capitol, the | ||||||
24 | Architect of the Capitol shall issue a report detailing his or | ||||||
25 | her actions in acquiring and placing the statues specified | ||||||
26 | under this subsection (e). The report shall be delivered to the |

1 | Governor and the General Assembly on or before December 1, | ||||||
2 | 2020. The report to the General Assembly shall be filed with | ||||||
3 | the Clerk of the House of Representatives and the Secretary of | ||||||
4 | the Senate in electronic form only, in the manner that the | ||||||
5 | Clerk and the Secretary shall direct. | ||||||
6 | (f) The Architect of the Capitol, at the direction of the | ||||||
7 | Board of the Office of the Architect of the Capitol, shall take | ||||||
8 | actions necessary to provide for the placement and unveiling of | ||||||
9 | the statues authorized under subsections (c) and (d) within a | ||||||
10 | reasonable period of time after the effective date of this | ||||||
11 | amendatory Act of the 101st General Assembly, except that, | ||||||
12 | notwithstanding the requirements of subsection (e), the statue | ||||||
13 | depicting Reuben G. Soderstrom shall be placed on Capitol | ||||||
14 | grounds before any other statue authorized under this Section. | ||||||
15 | Prior to the placement of the statues at the Capitol, the | ||||||
16 | Architect of the Capitol shall issue a report detailing his or | ||||||
17 | her actions in acquiring and placing the statues specified | ||||||
18 | under this subsection (f). The report shall be delivered to the | ||||||
19 | Governor and the General Assembly. The report to the General | ||||||
20 | Assembly shall be filed with the Clerk of the House of | ||||||
21 | Representatives and the Secretary of the Senate in electronic | ||||||
22 | form only, in the manner that the Clerk and the Secretary shall | ||||||
23 | direct.

24 | Section 99. Effective date. This Act takes effect upon | ||||||
25 | becoming law.
