Amends the School Code. Provides that, beginning with the 2019-2020 school year, the State Board of Education shall develop and maintain a program aimed at facilitating education in advanced manufacturing technical skills. Provides that the program shall be implemented in no less than 12 public high schools, over the span of 3 years, where the youth unemployment rate is at least twice the national average. Specifies program requirements. Provides that the State Board shall ensure that each high school participating in the program has adequate funding for at least one industry coordinator, tutoring, pre-employment and on-the-job mentoring, professional and leadership development, and life and financial management instruction. Provides that the State Board shall use a program provider to help design, build, and accredit the training program. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The School Code is amended by adding Section |
5 | | 2-3.176 as follows: |
6 | | (105 ILCS 5/2-3.176 new) |
7 | | Sec. 2-3.176. Advanced manufacturing technical skills |
8 | | training program. |
9 | | (a) Beginning with the 2019-2020 school year, the State |
10 | | Board of Education shall develop and maintain a program aimed |
11 | | at facilitating education in advanced manufacturing technical |
12 | | skills. The program shall be implemented in no less than 12 |
13 | | public high schools, over the span of 3 years, where the youth |
14 | | unemployment rate is at least twice the national average, which |
15 | | shall include no less than 2 high schools on the west side of |
16 | | the City of Chicago, no less than 2 high schools on the south |
17 | | side of the City of Chicago, and no less than 2 high schools in |
18 | | the southern suburbs of the City of Chicago. |
19 | | (b) A high school participating in the program shall offer |
20 | | an advanced manufacturing technical skills course that |
21 | | provides education and training for available jobs or job |
22 | | openings that are anticipated in the field of manufacturing, |
23 | | including, but not limited to, classroom and on-site |
