Synopsis As Introduced Contains a preamble concerning Coronavirus Disease 2019 (COVID-19), the Gubernatorial Disaster Proclamations declaring all counties in the State of Illinois as a disaster area, and other matters. Pursuant to the Illinois Emergency Management Agency Act, orders the following for the duration of the Gubernatorial Disaster Proclamations: (1) the requirement that an applicant for public assistance must provide an audio recording of his or her verbal attestation during a telephone application for public assistance benefits is suspended; a simple verbal attestation properly documented by the State constitutes a valid signature; (2) an unsigned application for public assistance received by mail can be signed by the applicant by a simple verbal attestation by telephone, properly documented by the State; (3) a requirement of the Electronic Commerce Security Act that State agency rules shall include relevant minimum security requirements established by the Department of Central Management Services is suspended for the limited purpose of effecting the changes described in this Executive Order.
