2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Rosann Gelvin Noel of Champaign on | ||||||
4 | October 4, 2018; and
| ||||||
5 | WHEREAS, Rosann Noel was born in Champaign to Mabery and | ||||||
6 | H.I. Gelvin on January 22, 1932; she graduated from Champaign | ||||||
7 | High School in 1949 as a member the "49ers"; she earned her | ||||||
8 | Bachelor of Arts in Psychology from the University of Illinois, | ||||||
9 | where she was a member of the Kappa Kappa Gamma Sorority and | ||||||
10 | remained active in the alum group for many years; she married | ||||||
11 | Richard Morrissey Noel on November 28, 1953; and
| ||||||
12 | WHEREAS, In the 1970s, Rosann Noel began a career in | ||||||
13 | fashion; she opened a women's boutique called Con Brio in her | ||||||
14 | husband's store, Noel Fashions, which was located in the | ||||||
15 | Illinois building, previously housing W. Lewis & Company; when | ||||||
16 | Noel Fashions closed, she relocated and continued the business | ||||||
17 | for 10 years; and
| ||||||
18 | WHEREAS, As her son, Tony, battled kidney disease, Rosann | ||||||
19 | Noel became involved with the National Kidney Foundation of | ||||||
20 | Illinois (NKFI); she and her husband started the Tony Noel | ||||||
21 | Research Foundation; she later was a member of the board of | ||||||
22 | trustees at NKFI for three decades and served as president for |

1 | a term; she was a member for several years of the National | ||||||
2 | Kidney, Urology and Diabetes Advisory Board for the National | ||||||
3 | Institutes of Health; she and her husband also started the | ||||||
4 | local chapter of the National Kidney Foundation of Illinois; | ||||||
5 | and | ||||||
6 | WHEREAS, Rosann Noel and Richard enjoyed traveling across | ||||||
7 | Europe; this led her to start a business called the Chelsea | ||||||
8 | Traveller; they also enjoyed art and became devoted donors to | ||||||
9 | the Krannert Center for the Performing Arts and the Krannert | ||||||
10 | Art Museum; Rosann was a charter member of the Krannert Art | ||||||
11 | Museum Council and served as president for a term; and | ||||||
12 | WHEREAS, Rosann Noel had a love of gardening and, with her | ||||||
13 | brother, Phil, donated the Gelvin Gardens at Krannert Art | ||||||
14 | Museum in honor of their parents; she also planned and donated | ||||||
15 | the Welcome Garden at the entrance to the University of | ||||||
16 | Illinois Arboretum and dedicated it to her four grandchildren; | ||||||
17 | she created an ongoing charitable gift to Mabery Gelvin Gardens | ||||||
18 | at the Lake of the Woods Forest Preserve, her father's favorite | ||||||
19 | place; and | ||||||
20 | WHEREAS, Rosann Noel and her husband enjoyed wintering at | ||||||
21 | their home on the island of Sint Maarten in the Caribbean, | ||||||
22 | where she gardened with tropical plants; they also spent | ||||||
23 | lengthy visits to their home on the Sonoma Coast of California, |

1 | where she enjoyed gardening in Mediterranean style; they | ||||||
2 | enjoyed many wonderful Thanksgiving vacations in California | ||||||
3 | with family; and
| ||||||
4 | WHEREAS, Rosann Noel was preceded in death by her parents; | ||||||
5 | her brother, Philip; her son, Anthony Thomas Noel (Deena); and | ||||||
6 | her nephew, Doug Gelvin; and
| ||||||
7 | WHEREAS, Rosann Noel is survived by her husband, Dick; her | ||||||
8 | nieces, Susan, Nancy, and Linda; her sons, Daniel Morrissey | ||||||
9 | Noel (Robin) and Matthew Gelvin Noel (Nancy); her | ||||||
10 | grandchildren, Vincent and Raymond and Tony's Mary and her | ||||||
11 | brother, Nicholas; her stepgrandchildren, Rachel and Kathryn | ||||||
12 | Swindle, Jeremy and Kerry Wuerfel, and Casey and Logan Horberg; | ||||||
13 | and her stepgreat-grandchildren, Peyton and Joren Wuerfel; | ||||||
14 | therefore, be it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
17 | Rosann Gelvin Noel and extend our sincere condolences to her | ||||||
18 | family, friends, and all who knew and loved her; and be it | ||||||
19 | further
| ||||||
20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the family of Rosann Noel as an expression of our | ||||||
22 | deepest sympathy.
