2 | | WHEREAS, Citizens of Illinois want a transparent and |
3 | | accountable State Government; and
|
4 | | WHEREAS, The Illinois General Assembly has put procurement |
5 | | rules in place to eliminate questions of impropriety when it |
6 | | comes to State contracts; and
|
7 | | WHEREAS, Recent reports have uncovered that the Toll |
8 | | Highway Authority's Board approved a $157 million contract with |
9 | | an engineering firm that contributed to the directors' |
10 | | charities and employs family members of two tollway officials; |
11 | | and
|
12 | | WHEREAS, The tollway has also approved a $6.6 million |
13 | | subcontract with a politically-connected communications firm |
14 | | that did not require an open-bid process; therefore, be it
|
15 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL |
16 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Illinois |
17 | | Tollway Authority to provide the citizens of Illinois greater |
18 | | transparency and accountability in the Authorities procurement |
19 | | process; this includes, but is not limited to: abiding by all |
20 | | procurement regulations on prime and subcontracts; posting all |
21 | | contracts online, including those not publicly bid; following |
