2 | WHEREAS, The Department of Human Services (DHS) contracts | ||||||
3 | with
dedicated community providers to deliver direct care and | ||||||
4 | services to
individuals with intellectual or developmental | ||||||
5 | disabilities across the
State; and
| ||||||
6 | WHEREAS, DHS and its
providers strive to provide for the | ||||||
7 | health, safety, and happiness of
each individual while | ||||||
8 | promoting integrated living in their community; and
| ||||||
9 | WHEREAS, In an effort to streamline DHS oversight, it is
| ||||||
10 | important to periodically review the regulatory systems of | ||||||
11 | State
government to identify potential duplications of | ||||||
12 | responsibilities; and
| ||||||
13 | WHEREAS, Community providers for individuals with | ||||||
14 | intellectual or
developmental disabilities are licensed by the | ||||||
15 | Bureau of
Accreditation, Licensure and Certification housed | ||||||
16 | within DHS; and
| ||||||
17 | WHEREAS, The care and services administered by community
| ||||||
18 | providers for individuals with intellectual or developmental
| ||||||
19 | disabilities are audited and monitored for quality by the | ||||||
20 | Bureau of
Quality Management located in the Division of | ||||||
21 | Developmental
Disabilities within DHS; and

1 | WHEREAS, Identifying and eliminating any redundant efforts | ||||||
2 | or
duties between these two bureaus may potentially serve to | ||||||
3 | improve
service delivery and relieve duplicative | ||||||
4 | administrative obligations; therefore, be it
| ||||||
5 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
6 | ASSEMBLY OF THE STATE OF ILLINOIS, that within one year of the | ||||||
7 | adoption of this
resolution the Department of Human Services | ||||||
8 | shall prepare a
report that identifies any duplicative | ||||||
9 | activities or inefficiencies in
licensing and oversight of | ||||||
10 | community agencies that serve
individuals with intellectual or | ||||||
11 | developmental disabilities; and be it further | ||||||
12 | RESOLVED, That the report shall include a quality | ||||||
13 | assessment of
the feasibility of combining the functions of the | ||||||
14 | Division of
Developmental Disabilities' Bureau of Quality | ||||||
15 | Management and the
Department of Human Services' Bureau of | ||||||
16 | Accreditation, Licensure and Certification; and be it further
| ||||||
17 | RESOLVED, That upon the report's completion, the | ||||||
18 | Department of Human Services shall post the report on its
| ||||||
19 | website and submit the report to the General Assembly and the
| ||||||
20 | Governor.
