2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Zuleika P. "Leika"
Hasbrouck, formerly of | ||||||
4 | the South Loop in Chicago, who passed away on December 22, | ||||||
5 | 2016; and
| ||||||
6 | WHEREAS, Zuleika Hasbrouck was born to James Tolbert and | ||||||
7 | Barbara Woodford in Pasadena, California
on August 24, 1977, | ||||||
8 | the second of five children; she graduated from Blair High | ||||||
9 | School in 1995 and earned her license in cosmetology from | ||||||
10 | Pasadena City College in 1997; she married LaMar
Hasbrouck in | ||||||
11 | Los Angeles, California on October 31, 2008; and
| ||||||
12 | WHEREAS, Zuleika Hasbrouck spent more than a decade in the | ||||||
13 | beauty, make-up, and entertainment
industry, including with | ||||||
14 | Clinique, Estee Lauder, and E Entertainment/G4 Media, before | ||||||
15 | launching Lovelei
Cosmetics, LLC in 2007; her web-based company | ||||||
16 | grew from a personal beauty consultation company to
a niche | ||||||
17 | business specializing in cosmetics for women of color; and | ||||||
18 | WHEREAS, Zuleika Hasbrouck worked with diligence and | ||||||
19 | passion to achieve the goals of her company;
she expanded her | ||||||
20 | client base to include government officials and celebrities; | ||||||
21 | her work was featured in
regional and national advertising | ||||||
22 | campaigns, including Pomi Pasta and Chronogram Magazine; she |

| |||||||
1 | sponsored the
Hollywood Black Film Festival, appeared in the | ||||||
2 | fourth season of the reality TV series MasterChef, and was a
| ||||||
3 | Brand Ambassador for DevaCurl; she was a professional member of | ||||||
4 | Make-up Art Cosmetics, Cosmetic
Executive Women, Global | ||||||
5 | Cosmetic Industry, and the California Bureau of Barbering and | ||||||
6 | Cosmetology; and | ||||||
7 | WHEREAS, Zuleika Hasbrouck constantly worked to improve | ||||||
8 | her business acumen; she studied business
management and | ||||||
9 | marketing at Columbia College in Chicago, and was an avid | ||||||
10 | student of Mandarin
Chinese; and | ||||||
11 | WHEREAS, Zuleika Hasbrouck was a loving and devoted wife, | ||||||
12 | and stepmother to three daughters, Baele
Hasbrouck, Maysa | ||||||
13 | Hasbrouck, and Lalah Hasbrouck; and | ||||||
14 | WHEREAS, Zuleika Hasbrouck enthusiastically served as | ||||||
15 | "first lady of public health" for the State of
Illinois, | ||||||
16 | supporting her husband Dr. LaMar Hasbrouck, the seventeenth | ||||||
17 | Director of the Illinois Department of
Public Health | ||||||
18 | (2012-2015); she was actively engaged in several health | ||||||
19 | initiatives, including the March of
Dimes March for Babies, | ||||||
20 | AIDS Walk-Run Chicago, Carolyn Adams Ticket for the Cure, First | ||||||
21 | Ladies Health
Luncheon, Black Women's Expo, Real Men Cook, and | ||||||
22 | the National Minority Organ/Tissue Donor Day; and

1 | WHEREAS, Zuleika Hasbrouck had an infectious personality, | ||||||
2 | contagious sense of humor, and a heartfelt
passion for life; | ||||||
3 | she enjoyed dancing, live concerts, roller skating, fashion, | ||||||
4 | and traveling; she volunteered
at the Pacific Garden Mission | ||||||
5 | shelter in Chicago, and Phoenix Children's Hospital; her desire | ||||||
6 | was to use
her palette and skills to make people feel and look | ||||||
7 | beautiful; and
| ||||||
8 | WHEREAS, Zuleika Hasbrouck was preceded in death by her | ||||||
9 | brother, Kojo Tolbert; and
| ||||||
10 | WHEREAS, Zuleika Hasbrouck is survived by her mother, | ||||||
11 | Barbara Woodford-Powell; her stepfather, Calvin
Powell; her | ||||||
12 | father, James Tolbert; her sisters, Rahja Oyakemeagbegha, and | ||||||
13 | Lelani Grey; her brother,
Kofi Tolbert; and her nieces, Alatimi | ||||||
14 | Oyakemeagbegha, Ineware Oyakemeagbegha, and Ellen Grey; | ||||||
15 | therefore, be it

16 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
17 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with her
| ||||||
18 | family and friends, mourn the sudden and unexpected passing of | ||||||
19 | Zuleika P. "Leika" Hasbrouck, and
extend our sincere | ||||||
20 | condolences to her family, friends, and all who knew and loved | ||||||
21 | her; and be it further
| ||||||
22 | RESOLVED, That a suitable copy of this resolution be |
