| Proposes to amend the Legislative and Executive Articles of the Illinois Constitution. Provides that a person who has served four two-year terms as Speaker of the House of
Representatives, President of the Senate, Minority Leader of the House of
Representatives, or Minority Leader of the Senate may not be reelected to the same office. Provides that service before the second Wednesday in January of 2019 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to the office of Governor or Lieutenant Governor for terms totalling more than eight years for each office. Provides that service before the second Monday in January of 2019 shall not be considered in the calculation of a person's service.

5 | | CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption of |
8 | | this resolution a proposition to amend Section 6 of Article IV |
9 | | and Section 2 of Article V of the Illinois Constitution as |
10 | | follows:

14 | | SECTION 6. ORGANIZATION
|
15 | | (a) A majority of the members elected to each house |
16 | | constitutes a
quorum.
|
17 | | (b) On the first day of the January session of the General |
18 | | Assembly
in odd-numbered years, the Secretary of State shall |
19 | | convene the House of
Representatives to elect from its |
20 | | membership a Speaker of the House of
Representatives as |
21 | | presiding officer, and the Governor shall convene the
Senate to |
22 | | elect from its membership a President of the Senate as

1 | | (c) For purposes of powers of appointment conferred by this
|
2 | | Constitution, the Minority Leader of either house is a member |
3 | | of the
numerically strongest political party other than the |
4 | | party to which the
Speaker or the President belongs, as the |
5 | | case may be. A person who has served four two-year terms as |
6 | | Speaker of the House of
Representatives, President of the |
7 | | Senate, Minority Leader of the House of
Representatives, or |
8 | | Minority Leader of the Senate may not be re-elected to the same |
9 | | office. Service before the second Wednesday in January of 2019 |
10 | | shall not be considered in the calculation of a person's |
11 | | service.

12 | | (d) Each house shall determine the rules of its |
13 | | proceedings, judge
the elections, returns and qualifications |
14 | | of its members and choose its
officers. No member shall be |
15 | | expelled by either house, except by a vote
of two-thirds of the |
16 | | members elected to that house. A member may be
expelled only |
17 | | once for the same offense. Each house may punish by
|
18 | | imprisonment any person, not a member, guilty of disrespect to |
19 | | the house
by disorderly or contemptuous behavior in its |
20 | | presence. Imprisonment
shall not extend beyond twenty-four |
21 | | hours at one time unless the person
persists in disorderly or |
22 | | contemptuous behavior.

2 | | SECTION 2. TERMS
|
3 | | These elected officers of the Executive Branch shall hold |
4 | | office for
four years beginning on the second Monday of January |
5 | | after their
election and, except in the case of the Lieutenant |
6 | | Governor, until their
successors are qualified. They shall be |
7 | | elected at the general election
in 1978 and every four years |
8 | | thereafter. A person may not be elected to the office of |
9 | | Governor or Lieutenant Governor for terms totalling more than |
10 | | eight years for each office. Service before the second Monday |
11 | | in January of 2019 shall not be considered in the calculation |
12 | | of a person's service.

15 | | This Constitutional Amendment takes effect upon being |
16 | | declared adopted in accordance with Section 7 of the Illinois |
17 | | Constitutional Amendment Act. |
