2 | WHEREAS, Apprenticeship programs integrate systematic | ||||||
3 | on-the-job training, guided by an experienced master-level | ||||||
4 | practitioner in an occupation, with classroom instruction; and
| ||||||
5 | WHEREAS, The federal government, in cooperation with the | ||||||
6 | states, registers apprenticeship programs that meet federal | ||||||
7 | and state standards; and
| ||||||
8 | WHEREAS, The best programs, which provide multiple | ||||||
9 | industries with highly-skilled workers who earn | ||||||
10 | family-sustaining wages, are registered with government | ||||||
11 | agencies, operated by sponsors representing labor and | ||||||
12 | management organizations and are funded through collectively | ||||||
13 | bargained contributions to tax-exempt trust funds; and
| ||||||
14 | WHEREAS, By partnering with employers, unions help working | ||||||
15 | people develop in-demand skills to power the next generation of | ||||||
16 | American-led innovation; and
| ||||||
17 | WHEREAS, Joint labor-management training programs in the | ||||||
18 | building and construction industry contribute about $1.5 | ||||||
19 | billion to the American economy every year; and
| ||||||
20 | WHEREAS, Labor management partnerships combine to offer |
| |||||||
| |||||||
1 | opportunities for working people in many other industries, | ||||||
2 | including health care, construction, manufacturing, | ||||||
3 | hospitality, and aerospace; and
| ||||||
4 | WHEREAS, The mission of the Chicago Regional Council of | ||||||
5 | Carpenters Apprentice and Training Program is to provide | ||||||
6 | members both classroom and hands-on training to guarantee that | ||||||
7 | the safest, best-trained, and skilled work force is at the | ||||||
8 | forefront of the technology to meet the employment needs of the | ||||||
9 | industry, now and in the future; therefore, be it
| ||||||
10 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
11 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
12 | CONCURRING HEREIN, that the Apprentice Higher Education Task | ||||||
13 | Force is created and shall consist of nine members appointed as | ||||||
14 | follows:

15 | (1) Two members appointed by the President of the | ||||||
16 | Senate, one of whom will be named Co-Chairperson; | ||||||
17 | (2) Two members appointed by the Minority Leader of the | ||||||
18 | Senate; | ||||||
19 | (3) Two members appointed by the Speaker of the House | ||||||
20 | of Representatives, one of whom will be named | ||||||
21 | Co-Chairperson; | ||||||
22 | (4) Two members appointed by the Minority Leader of the | ||||||
23 | House of Representatives, with higher education | ||||||
24 | experience; and |

1 | (5) Chairperson of the Illinois Community College | ||||||
2 | Board of his or her designee; and be it further | ||||||
3 | RESOLVED, That the members of the Task Force shall serve | ||||||
4 | without compensation, but shall be reimbursed for their | ||||||
5 | reasonable and necessary expenses from funds appropriated for | ||||||
6 | that purpose; and be it further
| ||||||
7 | RESOLVED, That two Task Force members must have apprentice | ||||||
8 | training experience from a skilled labor union, and two Task | ||||||
9 | Force members must have higher education experience; and be it | ||||||
10 | further
| ||||||
11 | RESOLVED, That the Task Force may employ skilled experts | ||||||
12 | with the approval of the Chairperson and shall receive the | ||||||
13 | cooperation of those State agencies it deems appropriate to | ||||||
14 | assist the Task Force in carrying out its duties; and be it | ||||||
15 | further
| ||||||
16 | RESOLVED, That the Illinois Community College Board shall | ||||||
17 | provide administrative and other support to the Task Force; and | ||||||
18 | be it further | ||||||
19 | RESOLVED, That the Task Force shall have the following | ||||||
20 | duties:

21 | (1) To increase awareness of skilled trade apprentice |
| |||||||
| |||||||
1 | training center programs in Illinois; | ||||||
2 | (2) To review the Career and Workforce Transition Act; | ||||||
3 | (3) To develop new guidelines and procedures to | ||||||
4 | modernize Higher Learning Commission accreditation process | ||||||
5 | with regards to skilled labor apprentice training | ||||||
6 | graduates; and | ||||||
7 | (4) To make uniform new guidelines and procedures for | ||||||
8 | an accredited public community college district or an | ||||||
9 | accredited two-year and four-year institution of higher | ||||||
10 | education to enforce the Career Workforce Transition Act; | ||||||
11 | and be it further | ||||||
12 | RESOLVED, That the report filed with the General Assembly | ||||||
13 | shall be filed with the Secretary of the Senate and the Clerk | ||||||
14 | of the House of Representatives in electronic form only, in the | ||||||
15 | manner that the Secretary and Clerk shall direct; and be it | ||||||
16 | further | ||||||
17 | RESOLVED, That the Task Force shall report to the Governor | ||||||
18 | and the General Assembly by January 1, 2019.
