SYNOPSIS AS INTRODUCED:
 
20 ILCS 301/55-35 new

    Amends the Alcoholism and Other Drug Abuse and Dependency Act. Requires the Department of Human Services to develop and maintain an online registry for recovery residences that operate in Illinois to serve as a referral resource for individuals seeking continued recovery assistance. Defines "recovery residence" to mean a sober, safe, and healthy living environment that promotes recovery from alcohol and other drug use and associated problems. Encourages non-licensable recovery residences to register with the Department. Provides that the registry shall be publicly available through online posting and shall highlight attributes of the recovery residences and their locations. Provides that registrants are encouraged to seek national accreditation from any entity that has developed uniform national standards for recovery residences. Effective January 1, 2019.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Alcoholism and Other Drug Abuse and
5Dependency Act is amended by adding Section 55-35 as follows:
 
6    (20 ILCS 301/55-35 new)
7    Sec. 55-35. Recovery residences.
8    (a) As used in this Section, "recovery residence" means a
9sober, safe, and healthy living environment that promotes
10recovery from alcohol and other drug use and associated
11problems. These residences are not subject to Department
12licensure as they are viewed as independent living residences
13that only provide peer support and a lengthened exposure to the
14culture of recovery.
15    (b) The Department shall develop and maintain an online
16registry for recovery residences that operate in Illinois to
17serve as a referral resource for individuals seeking continued
18recovery assistance.
19    (c) Non-licensable recovery residences are encouraged to
20register with the Department and the registry shall be publicly
21available through online posting.
22    (d) The registry shall highlight attributes of recovery
23residences such as any endorsement by a third party. The

1registry shall also indicate each recovery residence's
2location in order to assist providers and individuals in
3finding alcohol and drug free housing options with like-minded
4residents who are committed to alcohol and drug free living.
5    (e) Registrants are encouraged to seek national
6accreditation from any entity that has developed uniform
7national standards for recovery residences. A registrant's
8national accreditation designation shall be indicated in the
9online registry as an indicator of a quality setting that
10promotes a culture of recovery and supports and improves
11treatment outcomes.
 
12    Section 99. Effective date. This Act takes effect January
131, 2019.
