3 | | by deleting line 4 on page 1 through line 24 on page 2; and |
4 | | on page 2, line 25, by replacing "10" with "5"; and |
5 | | on page 3, line 20, by replacing "15" with "10"; and |
6 | | on page 4, line 21, by replacing "20" with "15"; and |
7 | | on page 5, line 11, by replacing "25" with "20"; and |
8 | | by replacing line 6 on page 37 through line 13 on page 38 with |
9 | | the following: |

1 | | (a) General. Travel costs are the expenses for |
2 | | transportation, lodging, subsistence, and related items |
3 | | incurred by the employees of the recipient or subrecipient who |
4 | | are in travel status on official business of the recipient or |
5 | | subrecipient. Such costs may only be charged to a State or |
6 | | federal pass-through grant based on an adopted policy by the |
7 | | recipient's or subrecipient's governing board. Absent a |
8 | | policy, the recipient or subrecipient must follow the rules of |
9 | | the Governor's Travel Control Board or the Higher Education |
10 | | Travel Control Board, whichever the granting agency follows. No |
11 | | policy can exceed federal travel regulations. |
12 | | (b) Lodging and subsistence. Costs incurred for travel, |
13 | | including costs of lodging, other subsistence, and incidental |
14 | | expenses, must be considered reasonable and otherwise |
15 | | allowable only to the extent such costs do not exceed charges |
16 | | normally allowed by the Governor's Travel Control Board or the |
17 | | Higher Education Travel Control Board, whichever is the |
18 | | appropriate travel board. If the recipient or subrecipient does |
19 | | not have an adopted travel policy, the recipient or |
20 | | subrecipient must follow the rules of the Governor's Travel |
21 | | Control Board or the Higher Education Travel Control Board, |
22 | | whichever the granting agency follows. No policy can exceed |
23 | | federal travel regulations. ".
