1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Promotion Act is amended by
5changing Section 8b as follows:
 
6    (20 ILCS 665/8b)
7    Sec. 8b. Municipal convention center and sports facility
8attraction grants.
9    (a) The Until July 1, 2020, the Department is authorized to
10make grants, subject to appropriation by the General Assembly,
11from the Tourism Promotion Fund to a unit of local government,
12municipal convention center, or convention center authority
13that provides incentives, as defined in subsection (i) of
14Section 3 of this Act, for the purpose of attracting
15conventions, meetings, and trade shows to municipal convention
16centers and attracting sporting events to municipal amateur
17sports facilities. Grants awarded under this Section shall be
18based on the net proceeds received under the Hotel Operators'
19Occupation Tax Act for the renting, leasing, or letting of
20hotel rooms in the municipality for the month in which the
21convention, meeting, trade show, or sporting event occurs.
22Grants shall not exceed 80% of the incentive amount provided by
23the unit of local government, municipal convention center, or

1convention center authority. Further, in no event may the
2aggregate amount of grants awarded to a single municipal
3convention center, convention center authority, or municipal
4amateur sports facility exceed $200,000 in any calendar year.
5The Department may, by rule, require any other provisions it
6deems necessary in order to protect the State's interest in
7administering this program.
8    (b) No later than May 15 of each year, through May 15,
92020, the unit of local government, municipal convention
10center, or convention center authority shall certify to the
11Department the amounts of funds expended in the previous fiscal
12year to provide qualified incentives; however, in no event may
13the certified amount pursuant to this paragraph exceed $200,000
14for any municipal convention center, convention center
15authority, or municipal amateur sports facility in any calendar
16year. The unit of local government, convention center, or
17convention center authority shall certify (A) the net proceeds
18received under the Hotel Operators' Occupation Tax Act for the
19renting, leasing, or letting of hotel rooms in the municipality
20for the month in which the convention, meeting, or trade show
21occurs and (B) the average of the net proceeds received under
22the Hotel Operators' Occupation Tax Act for the renting,
23leasing, or letting of hotel rooms in the municipality for the
24same month in the 3 immediately preceding years. The unit of
25local government, municipal convention center, or convention
26center authority shall include the incentive amounts as part of

1its regular audit.
2    (c) The Department shall submit a report on the
3effectiveness of the program established under this Section to
4the General Assembly no later than January 1, 2020.
