Amends various Acts relating to the governance of public universities and community college districts in Illinois. Allows universities and community colleges to establish a digital discount program that complies with federal regulations. Effective immediately.

A BILL FOR

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 100 as follows:

(110 ILCS 305/100 new)

Sec. 100. Digital discount program. The University may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 10. The Southern Illinois University Management Act is amended by adding Section 85 as follows:

Sec. 85. Digital discount program. The University may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 15. The Chicago State University Law is amended by adding Section 5-195 as follows:

Sec. 5-195. Digital discount program. The University may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-195 as follows:

Sec. 10-195. Digital discount program. The University may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 25. The Governors State University Law is amended by adding Section 15-195 as follows:

Sec. 15-195. Digital discount program. The University may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 30. The Illinois State University Law is amended by adding Section 20-200 as follows:

Section 45. The Western Illinois University Law is amended by adding Section 35-200 as follows:

Sec. 35-200. Digital discount program. The University may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 50. The Public Community College Act is amended by adding Section 3-42.5 as follows:

Sec. 3-42.5. Digital discount program. A community college district may establish a digital discount program that complies with the requirements of subsection (c) of 34 CFR 668.164 for digital learning materials.

Section 99. Effective date. This Act takes effect upon becoming law.
