5 | | federal poverty level) and middle income (151% to 300% of |

7 | | (7) Even if the federally calculated financial need for |
8 | | college attendance is met, the federally determined |
9 | | Expected Family Contribution can still be a daunting |
10 | | amount. |
11 | | (8) This State is the second largest exporter of |
12 | | students in the country. |
13 | | (9) Illinois students need to be kept in this State. |
14 | | State universities in other states have adopted pricing and |
15 | | incentives that make college expenses for residents of this |
16 | | State less than in this State. |
17 | | (10) A mechanism is needed to stop the outflow of |
18 | | Illinois students to institutions in other states, |
19 | | assisting in State efforts to maintain and educate a highly |
20 | | trained workforce. |
21 | | (11) By being competitive on costs of attendance, this |
22 | | State can bring out-of-state students to this State. |
23 | | (12) The program established under this Section will |
24 | | allow Eastern Illinois University to compete for highly |
25 | | qualified students who may reside in other states by |
26 | | mitigating the effect of cost differences. |

1 | | (13) Modest tuition discounts, individually targeted |
2 | | and tailored, result in enhanced revenue for university |
3 | | programs. |
4 | | (14) By increasing Eastern Illinois University's |
5 | | capacity to strategically use tuition discounting, the |
6 | | University will be capable of creating enhanced tuition |
7 | | revenue by increasing enrollment yields. |
8 | | (15) The Board of Higher Education's current |
9 | | institutional tuition waiver limitation is 3% of total |
10 | | available undergraduate tuition revenue. |
11 | | (b) The Board shall establish a program to increase the |
12 | | Board of Higher Education's institutional tuition waiver |
13 | | limitation for the university over a 4-year period to increase |
14 | | access to college and make college more affordable for |
15 | | undergraduate students. Under the program, the institutional |
16 | | tuition waiver limitation shall be increased by 2 percentage |
17 | | points in the 2012-2013 academic year, 2 percentage points in |
18 | | the 2013-2014 academic year, 2 percentage points in the |
19 | | 2014-2015 academic year, and one percentage point in the |
20 | | 2015-2016 academic year, resulting in an institutional tuition |
21 | | waiver limitation of 10% in the fourth year of the program and |
22 | | thereafter. |
23 | | (c) The program shall require that students who receive a |
24 | | tuition discount under the program be accepted to the |
25 | | university through normal admissions standards and processes. |
26 | | Individual tuition discounts granted under the program must not |

1 | | exceed $2,500 per academic year. The program shall provide a |
2 | | maximum of one discount per academic year for a maximum of 4 |
3 | | years to each student in the program who maintains satisfactory |
4 | | academic progress. The program shall be terminated after the |
5 | | 2022-2023 2018-2019 academic year, with no new students |
6 | | receiving discounts. However, notwithstanding the Board of |
7 | | Higher Education's institutional tuition waiver limitation, |
8 | | existing students receiving discounts under the program are |
9 | | eligible to maintain those discounts, with satisfactory |
10 | | academic progress, under the 4-year limitation, after the |
11 | | 2022-2023 2018-2019 academic year due to maintenance of effort |
12 | | within their 4-year window. Sunset dates for discounted support |
13 | | shall be based upon the first academic year in which a student |
14 | | receives a discount. |
15 | | (d) Every 2 years, the Board shall report to the Board of |
16 | | Higher Education on the program's impact on tuition revenue, |
17 | | enrollment goals, and increasing access and affordability on |
18 | | such dates as the Board of Higher Education shall determine. |
19 | | (e) The Board of Higher Education may adopt any rules that |
20 | | are necessary to implement this Section. |
21 | | (f) This Section is repealed on July 1, 2026 2022 .

23 | | Section 99. Effective date. This Act takes effect upon |
24 | | becoming law.
