1 | | Board, the Board of Higher Education shall consider the |
2 | | program for approval in a manner consistent with new |
3 | | bachelor's degree programs at public and private |
4 | | universities in this State. |
5 | | (3) The board has been approved by the Division of |
6 | | Professional Regulation of the Department of Financial and |
7 | | Professional Regulation, as provided under Nurse Practice |
8 | | Act, to offer a bachelor of science degree in nursing. |
9 | | (4) The board has identified and documented, in |
10 | | writing, unmet workforce needs in the subject area of the |
11 | | baccalaureate degree to be offered. The board shall publish |
12 | | on its website and make publicly available the |
13 | | documentation and shall present the documentation to the |
14 | | State Board. |
15 | | (5) The community college shall hold a national |
16 | | professional nursing accreditation, hold candidacy status |
17 | | for the accreditation, or have applied for the |
18 | | accreditation from the Commission on Collegiate Nursing |
19 | | Education, the Accreditation Commission for Education in |
20 | | Nursing, or the Commission for Nursing Education |
21 | | Accreditation. |
22 | | (6) The community college district shall offer and |
23 | | maintain an associate degree in nursing. |
24 | | (b) The board shall demonstrate that the district has the |
25 | | expertise, resources, and student interest to offer a quality |
26 | | bachelor of science degree in nursing. An application for |

1 | | approval from the State Board shall include, but is not limited |
2 | | to, all of the following: |
3 | | (1) The board shall describe the labor market need as |
4 | | specified in paragraph (4) of subsection (a) of this |
5 | | Section. |
6 | | (2) The board shall describe the program's purpose, its |
7 | | target population, related occupations, and career paths. |
8 | | (3) The board shall demonstrate the college has |
9 | | developed quality curricula that aligns with federal, |
10 | | State, and local requirements and will prepare graduates |
11 | | with the appropriate level of skill to meet their |
12 | | educational goals. |
13 | | (4) The board shall verify the college has the fiscal |
14 | | resources in place or has budgeted for financial support |
15 | | for the program in a cost-effective manner. |
16 | | (5) The board shall identify and document the faculty |
17 | | available for teaching the program, including the number of |
18 | | full-time and part-time faculty anticipated to teach in the |
19 | | program, a description of their qualifications (including |
20 | | highest degree earned), teaching experience, professional |
21 | | experience, and licenses held. The board must also indicate |
22 | | how faculty are to be evaluated. |
23 | | (c) Community college districts shall be prohibited from |
24 | | using semester credit hours generated in baccalaureate degree |
25 | | programs for grants received pursuant to Section 2-16.02 of |
26 | | this Act. |

1 | | (d) Until August 31, 2022, the number of bachelor's degree |
2 | | in nursing programs approved by the State Board and the Board |
3 | | of Higher Education shall not exceed 20. |
4 | | (e) The State Board shall conduct a statewide evaluation of |
5 | | all nursing programs established under this Section. The |
6 | | results of the evaluation shall be reported, in writing, on or |
7 | | before July 1, 2022 to all of the following: |
8 | | (1) The Board of Higher Education. |
9 | | (2) The Speaker of the House of Representatives. |
10 | | (3) The Minority Leader of the House of |
11 | | Representatives. |
12 | | (4) The President of the Senate. |
13 | | (5) The Minority Leader of the Senate. |
14 | | (6) The Governor's Office of Management and Budget. |
15 | | The evaluation shall include, but is not limited to, all of |
16 | | the following: |
17 | | (i) The number of new programs established under this |
18 | | Section, including information identifying applicants, |
19 | | admissions, enrollments, demographic characteristics of |
20 | | students, and degree recipients. |
21 | | (ii) The extent to which the programs established under |
22 | | this Section fulfill identified workforce needs. |
23 | | (iii) Information on the pace of employment of students |
24 | | and the subsequent job placement of graduates. |
25 | | (iv) Which districts applied for a bachelor's degree in |
26 | | nursing program but were denied and why were they denied. |

1 | | (v) The cost of each bachelor's degree in nursing |
2 | | program and the funding sources that were used to finance |
3 | | these programs. |
4 | | (vi) Time-to-degree rates and completion rates for |
5 | | each new program established under this Section. |
6 | | (vii) The extent to which the programs established |
7 | | under this Section are in compliance with the requirements |
8 | | of this Section. |
9 | | Boards of trustees shall submit the information necessary |
10 | | to conduct the evaluation required under this subsection (e), |
11 | | as determined by the evaluators, to the State Board.

12 | | Section 99. Effective date. This Act takes effect upon |
13 | | becoming law.".
