2 | WHEREAS, State Senator James F. Clayborne Jr. will retire | ||||||
3 | after 23
years of outstanding and meritorious service to the | ||||||
4 | State of Illinois and the 57th Senate District; and
| ||||||
5 | WHEREAS, Sen. Clayborne was appointed in 1995 to fill the | ||||||
6 | term of Senator Kenneth Hall and was elected to the position in | ||||||
7 | 1996; and
| ||||||
8 | WHEREAS, Sen. Clayborne graduated from Tennessee State | ||||||
9 | University in 1985 and earned his
juris doctorate from the | ||||||
10 | University of Miami School of Law in 1988; and
| ||||||
11 | WHEREAS, Sen. Clayborne is a former State's Attorney in St. | ||||||
12 | Clair County and was one of 50 attorneys
selected nationwide to | ||||||
13 | participate in the National Law Institute sponsored by the | ||||||
14 | Federal Bureau of
Investigation; and | ||||||
15 | WHEREAS, Sen. Clayborne was a founding partner of | ||||||
16 | Clayborne, Sabo and Wagner LLP and was a partner with Hinshaw
| ||||||
17 | and Culberson for 23 years; and | ||||||
18 | WHEREAS, As a result of his diligent and tireless work and | ||||||
19 | demonstrated ability, Sen. Clayborne
serves as Senate Majority | ||||||
20 | Leader, Chairman of the Assignments Committee, and as a member |

| |||||||
1 | of both the
Energy and Public Utilities and Executive and | ||||||
2 | Insurance Committees; and | ||||||
3 | WHEREAS, Sen. Clayborne worked to diversify the business | ||||||
4 | climate of Illinois and passed legislation requiring day and
| ||||||
5 | temporary labor agencies to collect racial, ethnic, and gender | ||||||
6 | information; and | ||||||
7 | WHEREAS, Evidence of Sen. Clayborne's success as a | ||||||
8 | legislator is evidenced in the opening of the Stan Musial | ||||||
9 | Veterans
Memorial Bridge, a project that employed more than | ||||||
10 | 3,000 minority workers and included contracts with
117 | ||||||
11 | minority-owned businesses from economically disadvantaged | ||||||
12 | areas; and | ||||||
13 | WHEREAS, Sen. Clayborne is an active participant in | ||||||
14 | numerous civic and community
activities, including college | ||||||
15 | tours for students; and
| ||||||
16 | WHEREAS, Sen. Clayborne has been recognized for his service | ||||||
17 | with numerous awards, including Legislator of the Year from the
| ||||||
18 | St. Louis Regional Chamber and Growth Association for the past | ||||||
19 | four years and the Friends of Education
Award from the Illinois | ||||||
20 | Association of Regional School Superintendents; and
| ||||||
21 | WHEREAS, Sen. Clayborne has earned the respect and |
| |||||||
| |||||||
1 | admiration of his fellow legislators
and will be missed by all; | ||||||
2 | therefore, be it
| ||||||
3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
4 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
5 | extend to State Senator James F. Clayborne Jr. our sincere | ||||||
6 | appreciation for his dedicated service to the
State of | ||||||
7 | Illinois; and be it further
| ||||||
8 | RESOLVED, That we congratulate him on his well-earned | ||||||
9 | retirement and extend best
wishes to him and his family for | ||||||
10 | continued success and happiness in the years to come; and be it | ||||||
11 | further | ||||||
12 | RESOLVED, That a suitable copy of this resolution be | ||||||
13 | presented to Sen. Clayborne as a symbol of our respect and | ||||||
14 | esteem.
