2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to honor our
esteemed colleague, |
4 | | State Representative Cynthia Soto, on her 17 years as a member |
5 | | of the
Illinois General Assembly and thank her for her |
6 | | dedicated service to our State and her
community; and
|
7 | | WHEREAS, Rep. Soto grew up in Chicago's West Town |
8 | | neighborhood, where she raised her three daughters with her |
9 | | husband, David, and is now a grandmother of four; and
|
10 | | WHEREAS, Rep. Soto began her career in public service as a |
11 | | clerk in the Cook County State's Attorney's Office soon after |
12 | | graduating from Harper
College; and
|
13 | | WHEREAS, During her time in office, Rep. Soto worked to |
14 | | expand access to health
care for children by supporting the |
15 | | creation of the All Kids insurance program which provides
|
16 | | working families with comprehensive, affordable, health |
17 | | insurance for their children, regardless
of a child's |
18 | | immigration status or health condition; to date, there are over |
19 | | 1.6 million Illinois
children enrolled in All Kids, providing |
20 | | hardworking families who cannot afford private health
|
21 | | insurance access to the care their children need; and |
|

1 | | WHEREAS, As a member of the Illinois Legislative Latino |
2 | | Caucus and a past co-chair,
Rep. Soto championed efforts to |
3 | | lift up and protect Illinois' vibrant immigrant
communities by |
4 | | supporting the Illinois DREAM Act, which ensured that the sons |
5 | | and daughters
of immigrants would be able to go college in this |
6 | | State, and the Illinois TRUST Act, which
prohibited immigration |
7 | | officials from entering public schools, hospitals, churches, |
8 | | and other
places where all Illinois residents should feel safe; |
9 | | and
|
10 | | WHEREAS, Multiple times while in office, Rep. Soto worked |
11 | | to ensure every Illinois resident was paid a living wage
by |
12 | | supporting legislation to raise the minimum wage, which led to
|
13 | | a boost in incomes, reduced income inequality, increased |
14 | | consumer spending, economic growth,
and a decreased need for |
15 | | government assistance programs; and
|
16 | | WHEREAS, All who had the honor to serve with Rep. Soto will |
17 | | miss her kindness,
sincerity, unwavering commitment to her |
18 | | family, and most notably her ability to lift your
mood with a |
19 | | simple and joyful greeting of "Hola amigo!"; therefore, be it
|
