2 | WHEREAS, Tom Cavanagh will retire as Sangamon County | ||||||
3 | Treasurer this year following a distinguished career of over 30 | ||||||
4 | years as a public servant; and
| ||||||
5 | WHEREAS, Tom Cavanagh has held the position of Sangamon | ||||||
6 | County Treasurer since he was elected in 2002, a unique office | ||||||
7 | in Illinois, as it also serves as the Capital Township | ||||||
8 | Supervisor and the Township Tax Collector; and
| ||||||
9 | WHEREAS, Tom Cavanagh led an overhaul of the Treasurer's | ||||||
10 | Office, transforming a system that was archaic and labor | ||||||
11 | intensive to one in which residents of Sangamon County have | ||||||
12 | up-to-date tax record information at their fingertips via | ||||||
13 | online and electronic sources; and
| ||||||
14 | WHEREAS, As the Capital Township Supervisor, Tom Cavanagh | ||||||
15 | ran his government office effectively and reduced | ||||||
16 | administrative cost, lowered the head count in his offices, and | ||||||
17 | lowered the Township's property tax rate by 30 percent, thereby | ||||||
18 | giving great value to the citizens of Sangamon County; and
| ||||||
19 | WHEREAS, Tom Cavanagh has been a leader in transforming | ||||||
20 | government, as evidenced by the 29 percent reduction in the | ||||||
21 | Treasurer's Office staff; the Treasurer's budget has also been |

1 | completely offset by fees and penalties generated by the tax | ||||||
2 | process; and
| ||||||
3 | WHEREAS, Tom Cavanagh has been a local leader in | ||||||
4 | consolidating and eliminating duplicative government | ||||||
5 | functions, successfully pursuing State legislation to | ||||||
6 | eliminate redundant Township Collectors in Sangamon County and | ||||||
7 | spearheading an initiative to merge the Capital Township into | ||||||
8 | Sangamon County, which should save over half a million dollars | ||||||
9 | in tax payer money and reduce the Township tax levy by 26 | ||||||
10 | percent; and
| ||||||
11 | WHEREAS, Tom Cavanagh has also been instrumental in the | ||||||
12 | Illinois County Treasurer's Association, serving as President | ||||||
13 | for Zone 2 Treasurers, mentoring multiple Treasurers over the | ||||||
14 | years, and twice being named Zone 2 Treasurer of the Year; and
| ||||||
15 | WHEREAS, Tom Cavanagh was elected Sangamon County Auditor | ||||||
16 | in 1996 and served as a watchdog for taxpayer dollars, | ||||||
17 | overseeing a streamlining and modernization in that office; and
| ||||||
18 | WHEREAS, Tom Cavanagh also served the public as a State | ||||||
19 | employee; he was elected to the Springfield Park District three | ||||||
20 | times, including as Park District Vice President, a position he | ||||||
21 | held for six years; therefore, be it

2 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
3 | congratulate Tom Cavanagh on his retirement as Sangamon County | ||||||
4 | Treasurer and on his distinguished career of over 30 years as a | ||||||
5 | public servant; and be it further
