2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to commend Representative Christine |
4 | | Winger for her service to the State of Illinois; and
|
5 | | WHEREAS, Representative Winger, a lifelong resident of |
6 | | Illinois, was raised on the Northwest side of Chicago; she |
7 | | followed in the footsteps of her father, a police officer in |
8 | | Chicago, and committed to public service after she graduated |
9 | | from Illinois State University; prior to her election to the |
10 | | Illinois House of Representatives, she served as a City |
11 | | Councilman in Wood Dale for 11 years and tirelessly advocated |
12 | | for residents and small business owners; she was appointed |
13 | | Deputy Mayor of Wood Dale in 2013; and
|
14 | | WHEREAS, Representative Winger left local government to |
15 | | serve the State of Illinois and took office for the 45th |
16 | | Representative District of Illinois in 2014; with her |
17 | | professional experience as project manager at IBM and her work |
18 | | as a financial advisor, she served the communities of DuPage |
19 | | and Cook County for two terms and worked to improve the quality |
20 | | of life for families, including advocating for a better job |
21 | | climate to help businesses thrive; and
|
22 | | WHEREAS, A strong supporter of animal rights and welfare, |
|

1 | | Representative Winger sponsored legislation to advocate for |
2 | | the humane treatment of animals, and, in 2018, she sponsored HB |
3 | | 5477 to increase transparency in animal shelters throughout |
4 | | Illinois and to promote better health and wellness for animals |
5 | | in shelters; to further advocate for the health and wellness of |
6 | | animals, she worked to promote SB2380, which prevented shelters |
7 | | from euthanizing animals; and
|
8 | | WHEREAS, Throughout her tenure in the House of |
9 | | Representatives, Representative Winger worked tirelessly to |
10 | | provide area residents with relief from the adverse effects of |
11 | | the airport noise and its flight patterns; she worked with the |
12 | | Illinois Environmental Protection Agency to conduct a study of |
13 | | the environmental effects of O'Hare Airport and even traveled |
14 | | to the White House to meet with the U.S. Department of |
15 | | Transportation and the Federal Aviation Administration; and
|
16 | | WHEREAS, Representative Winger was a strong supporter of |
17 | | veterans and worked in the House of Representatives to assist |
18 | | with the transition from military life to civilian life, |
19 | | advocated for better property tax rights, and also helped to |
20 | | increase the level of care within Veterans' Homes; and
|
21 | | WHEREAS, Representative Winger joined her colleagues in |
22 | | Cook County to oppose a pop tax that took effect in 2017 and |
23 | | stood in support of legislation to repeal it and the unfair |

1 | | burden it placed on the constituents, businesses, and families |
2 | | in her District; standing alongside lawmakers at the State and |
3 | | local level, her continued support for a repeal successfully |
4 | | made the pop tax one of the shortest taxes in history when it |
5 | | was repealed on December 1, 2017; and
|
6 | | WHEREAS, Representative Winger has been a staunch |
7 | | supporter of local business and was a member of five local |
8 | | chambers: Wood Dale, Roselle, Bloomingdale, Carol Stream, and |
9 | | the Bartlett Area; in 2018, she was recognized as a Champion of |
10 | | Free Enterprise by the Illinois Chamber of Commerce; and
|
11 | | WHEREAS, Representative Winger fiercely supported the |
12 | | Time's Up movement and urged her colleagues in the House of |
13 | | Representatives to do the same; as a member of the House Sexual |
14 | | Harassment Task Force, she was a strong proponent of House |
15 | | Resolution 783, which urged a full investigation into an |
16 | | Illinois assembly plant owned by Ford Motor Company to put a |
17 | | stop to sexual harassment and to call for increased support for |
18 | | women in the workplace; and
|
19 | | WHEREAS, An advocate for property tax reform, |
20 | | Representative Winger supported reform efforts in Springfield |
21 | | while also providing outreach and support to the constituents |
22 | | at home in the 45th District to help residents navigate the |
23 | | complex and confusing property tax system; and
|

1 | | WHEREAS, To support better business practices, |
2 | | Representative Winger created HB3244, legislation to allow |
3 | | electronic document transfer to allow more effective |
4 | | communication between larger businesses, companies, and |
5 | | consumers; and
|
6 | | WHEREAS, Representative Winger worked to pass HB3251, |
7 | | legislation to prevent cyberstalking, electronic monitoring, |
8 | | and the use of spyware, to protect the privacy and safety of |
9 | | all citizens; and
|
10 | | WHEREAS, Representative Winger created an essential new |
11 | | law that ensured newborns receive bilateral hearing screenings |
12 | | within 30 days of birth, an instrumental advancement in early |
13 | | intervention to help children get the services they need to |
14 | | develop necessary language skills; and
|
15 | | WHEREAS, Serving as an advocate for the foster care system, |
16 | | Representative Winger worked to pass legislation to permit |
17 | | foster parents to make decisions about normal activities for |
18 | | their foster children; because of this change, children in |
19 | | foster care can spend the night at a friend's house or go to |
20 | | prom or get an after-school job; and
|
21 | | WHEREAS, An active member of the community, Representative |

1 | | Winger created a senior advisory council to gain insight into |
2 | | issues important to senior citizens in the area and to hold |
3 | | discussions about the issues facing Illinois; and
|
4 | | WHEREAS, Representative Winger enjoyed meeting students |
5 | | throughout her district during her summer reading program and |
6 | | at her Student Art Gallery, a spot in her district office where |
7 | | she proudly displayed the artwork from students at Westfield |
8 | | Middle School; and
|
9 | | WHEREAS, Representative Winger's dedication to the State |
10 | | of Illinois, its communities, and its people is commendable and |
11 | | made a difference in the lives of many; therefore, be it
|
12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
13 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
14 | | commend Representative Christine Winger for her service to the |
15 | | State of Illinois, her neighbors, and friends in the 45th |
16 | | Representative District, and we wish her and her family the |
17 | | best as she moves on to a new chapter in her life; and be it |
18 | | further
