2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Elgin Police Department | ||||||
4 | Chief of Police Jeff Swoboda on the occasion of his retirement; | ||||||
5 | and | ||||||
6 | WHEREAS, Chief Jeff Swoboda joined the city of Elgin as a | ||||||
7 | police officer on May 26,
1992; he was promoted to sergeant on | ||||||
8 | May 24, 1998, lieutenant on February 4, 2002, deputy
chief on | ||||||
9 | January 8, 2006, and chief on April 16, 2010; and
| ||||||
10 | WHEREAS, During his tenure as a police officer, Chief | ||||||
11 | Swoboda was assigned to the city's Resident Officer
Program, | ||||||
12 | where he lived and worked in one of Elgin's highest crime | ||||||
13 | areas; he has held various
assignments from patrol to | ||||||
14 | accreditation manager, to leading Elgin's gang and drug unit; | ||||||
15 | while serving as deputy chief, he led each of the three | ||||||
16 | bureaus: Investigations, Operations, and
Support; and
| ||||||
17 | WHEREAS, Chief Swoboda has a bachelor's degree in criminal | ||||||
18 | justice from Aurora University, a Master of
Arts in | ||||||
19 | Administration of Law Enforcement from Western Illinois | ||||||
20 | University, and is a graduate
of Harvard's Senior Executives in | ||||||
21 | Local Government, the FBI's National Academy, the Senior
| ||||||
22 | Management Institute for Police, and Northwestern's Staff and |
| |||||||
| |||||||
1 | Command; and
| ||||||
2 | WHEREAS, During his nearly eight years as chief, Chief | ||||||
3 | Swoboda has made valuable contributions to the
police | ||||||
4 | department, which include leading Elgin to the forefront of | ||||||
5 | community engagement,
technology, and professionalism, which | ||||||
6 | has resulted in the city being at a 46-year crime low; and
| ||||||
7 | WHEREAS, During his years with the police department, Chief | ||||||
8 | Swoboda was awarded two department
commendations, one | ||||||
9 | distinguished service recognition, and 34 letters of | ||||||
10 | appreciation; and
| ||||||
11 | WHEREAS, After 26 years with the Elgin Police Department, | ||||||
12 | Chief Swoboda announced his retirement
effective on June 1, | ||||||
13 | 2018 in order to become Chief of Police of Fort Collins, | ||||||
14 | Colorado; therefore, be it
| ||||||
15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
16 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
17 | congratulate Elgin Police Department Chief of Police Jeff | ||||||
18 | Swoboda on his retirement, and we wish him the best in all his | ||||||
19 | future endeavors; and be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to Chief Jeff Swoboda as a symbol of our respect and |
