2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Mark Peterson on the | ||||||
4 | occasion of his retirement as City Manager of Normal after 20 | ||||||
5 | years; and
| ||||||
6 | WHEREAS, Mark Peterson began serving the citizens of Normal | ||||||
7 | as Assistant City Manager in 1988; he became City Manager in | ||||||
8 | 1998; and
| ||||||
9 | WHEREAS, Mark Peterson was instrumental in the planning and | ||||||
10 | successful redevelopment of Uptown
Normal; he directly | ||||||
11 | supervised the restoration of the Historic Normal
Theater as a | ||||||
12 | catalyst for development of the Uptown; under his | ||||||
13 | administration,
Normal saw the development of Uptown Circle, | ||||||
14 | including the Children's
Discovery Museum and Uptown Station | ||||||
15 | with a new rail platform,
waiting area, bus bays for Connect | ||||||
16 | Transit and regional buses, and all related
development such as | ||||||
17 | the Marriott Hotel and Convention Center and the Hyatt
Place | ||||||
18 | Bloomington/Normal Hotel; and | ||||||
19 | WHEREAS, Under Mark Peterson's administration, the Shoppes | ||||||
20 | at College Hills rose from a virtually
abandoned indoor | ||||||
21 | shopping mall into a thriving modern retail center, and the | ||||||
22 | Constitution Trail system has
grown to almost 50 miles of hard |

1 | surfaced trail running through cities of
Normal and Bloomington | ||||||
2 | for walking, hiking, jogging, and biking, providing
the | ||||||
3 | community with an outstanding linear park for the entire | ||||||
4 | family; and | ||||||
5 | WHEREAS, Mark Peterson assisted in helping to create | ||||||
6 | programs and participated in task forces to
encourage the | ||||||
7 | success of and retain jobs at the Mitsubishi Motors auto | ||||||
8 | assembly
plant in Normal; upon the closing of that facility, he | ||||||
9 | worked tirelessly to ensure its preservation
for new jobs, | ||||||
10 | resulting in the purchase of the plant by Rivian Automotive
for | ||||||
11 | future vehicle production; and
| ||||||
12 | WHEREAS, Mark Peterson has served on the governing boards | ||||||
13 | for a variety of public and community
organizations including | ||||||
14 | the MetCom Emergency Communications Center,
the | ||||||
15 | Bloomington-Normal Economic Development Council, the Central | ||||||
16 | Illinois
Regional Broadband Network, the Mclean County | ||||||
17 | Regional Planning Commission
Executive Committee, the | ||||||
18 | Community Development Corporation, and the
BN Advantage | ||||||
19 | Leadership Council, Connect Transit; and
| ||||||
20 | WHEREAS, Mark Peterson has overseen a period of tremendous | ||||||
21 | growth in the town of Normal,
while maintaining a Triple-A bond | ||||||
22 | rating, serving as independent confirmation
of the town's | ||||||
23 | fiscal health and stability; therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
2 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
3 | congratulate Mark Peterson on his retirement as City Manager of | ||||||
4 | Normal after 20 years and we wish him the best in all his | ||||||
5 | future endeavors; and be it further

6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to Mark Peterson as a symbol of our respect and | ||||||
8 | esteem.
