2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to recognize
the 6th Anniversary of the |
4 | | founding of the El Rescate LGBTQ Center which provides
|
5 | | permanent supportive housing, transitional, and emergency |
6 | | shelter; and
|
7 | | WHEREAS, An estimated 40% of the homeless youth in the |
8 | | United States are LGBTQ; and
|
9 | | WHEREAS, Many runaway and homeless LGBTQ youth are at a |
10 | | heightened risk of
physical violence and contracting |
11 | | transmittable diseases while they attempt to
find shelter for |
12 | | the night; and |
13 | | WHEREAS, El Rescate was founded as a project of the Puerto |
14 | | Rican Cultural Center
in 2012 to respond to this manifest need |
15 | | and disparity in the Humboldt Park/West
Town community of |
16 | | Chicago; and |
17 | | WHEREAS, Today, El Rescate provides permanent housing for |
18 | | 25 previously
homeless LGBTQ youth in the Humboldt Park/West |
19 | | Town community; and |
20 | | WHEREAS, El Rescate provides culturally competent and |

1 | | identity affirming services
to LGBTQ youth including life |
2 | | skills, tutoring; mental health care, employment
training, and |
3 | | financial planning; and |
4 | | WHEREAS, EL Rescate provides case management, crisis |
5 | | intervention, individual,
group, and family counseling, and |
6 | | educational readiness; and |
7 | | WHEREAS, El Rescate expanded its services in 2017 to |
8 | | include emergency housing
of minors 12 to 17 years of age; and
|
9 | | WHEREAS, El Rescate has partnered with Trans Chicago to |
10 | | create a temporary drop-in
Center for trans youth in need of a |
11 | | temporary place to stay, a hot shower, and a
meal; and
|
12 | | WHEREAS, El Rescate has created a stable, welcoming, and |
13 | | identity affirming home
to LGBTQ youth in the Humboldt |
14 | | Park/West Town community; and
|
15 | | WHEREAS, El Rescate continues to uplift and serve one of |
16 | | the most vulnerable
populations in Illinois; therefore, be it
|
17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
18 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
19 | | salute the
critical, life-affirming, and continuous work of the |
20 | | El Rescate LGBTQ Center for one of the most precious resources |
