2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to honor and celebrate the life of Former |
4 | | Chief Judge John T. Phillips; and
|
5 | | WHEREAS, Longtime Lake County Circuit Court Judge John T. |
6 | | Phillips passed away surrounded by family on January 6, 2018; |
7 | | and
|
8 | | WHEREAS, Chief Judge Phillips served the 19th Judicial |
9 | | Circuit for more than 20 years; and
|
10 | | WHEREAS, Chief Judge Phillips graduated from Coe College in |
11 | | 1969 and from the University of Iowa School of Law in 1972; and
|
12 | | WHEREAS, Chief Judge Phillips served in the United States |
13 | | Air Force, active and reserve duty, for 28 years, and attained |
14 | | the rank of Lieutenant Colonel; and
|
15 | | WHEREAS, Chief Judge Phillips practiced law in Grayslake |
16 | | with the firm Churchill, Baumgartner, and Phillips from 1976 |
17 | | until 1992; and
|
18 | | WHEREAS, Chief Judge Phillips was appointed Associate |
19 | | Judge in 1993, elected Circuit Judge in 2006, and elected Chief |

1 | | Judge in 2014; and
|
2 | | WHEREAS, Chief Judge Phillips served in every division of |
3 | | the 19th Judicial Circuit, but he is best known for the |
4 | | integral part he played in the formation of the circuit's drug, |
5 | | mental health, and veteran's courts, leading to his unanimous |
6 | | election to Chief Judge by his peers in 2014; and
|
7 | | WHEREAS, Chief Judge Phillips served in the position of |
8 | | Chief Judge until his retirement in 2016; and
|
9 | | WHEREAS, Chief Judge Phillips also served on the Special |
10 | | Supreme Court Advisory Committee for Justice and Mental Health |
11 | | Planning of the Illinois Supreme Court; and
|
12 | | WHEREAS, Chief Judge Phillips also actively served his |
13 | | community through many organizations, such as the Rotary Club, |
14 | | the Veterans of Foreign Wars, and the American Legion; and
|
15 | | WHEREAS, The knowledge, integrity, and advocacy of Chief |
16 | | Judge John T. Phillips will truly be missed; therefore, be it
|
17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
18 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
19 | | honor and celebrate the life of Chief Judge John T. Phillips |
20 | | and we recognize his many years of dedicated service to the |
