2 | WHEREAS, In 2018, the American Cancer Society estimates | ||||||
3 | more than 600,000
people will lose their lives to cancer in the | ||||||
4 | United States; and
| ||||||
5 | WHEREAS, The American Cancer Society estimates that 24,670 | ||||||
6 | people in Illinois will die from cancer in 2018; and
| ||||||
7 | WHEREAS, The National Cancer Institute estimates up to | ||||||
8 | 210,000 deaths in United
States could be avoided with early and | ||||||
9 | appropriate cancer screening; and | ||||||
10 | WHEREAS, The cancer death rate dropped 26% between 1991 and | ||||||
11 | 2014
due to reductions in smoking and advances in early | ||||||
12 | detection and
treatment; and | ||||||
13 | WHEREAS, Specifically, according to the American Cancer | ||||||
14 | Society, the five-year
relative survival rate for cancers found | ||||||
15 | at the local stage are approximately 56% for
lung cancers, 90% | ||||||
16 | for colon and rectum cancers, 92% for cervical
cancers, 99% for | ||||||
17 | breast cancers, and 99% for melanoma skin cancers; and | ||||||
18 | WHEREAS, Many of these cancers are often preventable; early | ||||||
19 | detection and
treatment are critical as cancer does not always | ||||||
20 | cause symptoms and many occur in
people with no family history; |

2 | WHEREAS, Specific cancer types disproportionately affect | ||||||
3 | different populations; for
example, breast cancer is the most | ||||||
4 | common form of cancer among black women, prostate cancer rates | ||||||
5 | in black men are double those of other men, and the
likelihood | ||||||
6 | of developing colorectal cancer for Alaska natives is about | ||||||
7 | double that of
other Americans; cervical cancer is more | ||||||
8 | prevalent among Hispanic and African American
women; two out of | ||||||
9 | three people diagnosed with lung cancer are 65 or
older; | ||||||
10 | melanoma, the deadliest form of skin cancer, is among the most
| ||||||
11 | common cancers in young adults; and
| ||||||
12 | WHEREAS, According to the U.S. Centers for Disease Control | ||||||
13 | and Prevention, rates of
screening for many cancer types in | ||||||
14 | recommended populations remain substantially
below Healthy | ||||||
15 | People 2020 targets; and
| ||||||
16 | WHEREAS, It is critical to reinforce the need for people to | ||||||
17 | discuss their individual
risk factors for cancer with their | ||||||
18 | healthcare providers and understand the
recommendations for, | ||||||
19 | and benefits of, cancer screening; therefore, be it
| ||||||
20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
21 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that all | ||||||
22 | citizens are encouraged to visit cancerscreenweek.org for |

1 | cancer screening resources and talk to their healthcare | ||||||
2 | providers about their risk factors for all cancer types | ||||||
3 | including, but not limited to, breast, cervical, colon, lung, | ||||||
4 | prostate, and skin cancers and recommended screening options; | ||||||
5 | and be it further

6 | RESOLVED, That we declare the first week of December of | ||||||
7 | 2018 as "Cancer Screen Week".
