2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Colonel JoAnn D. Johnson | ||||||
4 | on the occasion of her retirement from the Illinois State | ||||||
5 | Police (ISP); and
| ||||||
6 | WHEREAS, Col. Johnson has served with the ISP for over 28 | ||||||
7 | years; she was promoted to the rank of Colonel on November 1, | ||||||
8 | 2016, becoming the first African American woman to reach the | ||||||
9 | rank of Colonel; and
| ||||||
10 | WHEREAS, Col. Johnson began her law enforcement career as a | ||||||
11 | trooper with the ISP in 1989; she has worked patrol, general | ||||||
12 | criminal investigations, and
narcotics investigations in the | ||||||
13 | Chicago area, where she was promoted to the rank of Sergeant; | ||||||
14 | she served under the Director's Office as an Investigative | ||||||
15 | Sergeant in the department's Office of Equal
Employment | ||||||
16 | Opportunity before being promoted to the rank of Master | ||||||
17 | Sergeant, Investigative Squad
leader; in 2008, she was promoted | ||||||
18 | to the rank of Lieutenant, Division of Operations District
15 | ||||||
19 | Patrol; and
| ||||||
20 | WHEREAS, In 2010, Col. Johnson relocated to Springfield and | ||||||
21 | accepted a position as Lieutenant, Special Projects
Officer at | ||||||
22 | the Illinois State Police Training Academy, ultimately being |

1 | assigned as the Educational Services
Bureau Chief; she is a | ||||||
2 | Senior
National Instructor for Fair and Impartial Policing, | ||||||
3 | LLC.; she is a certified facilitator with FranklinCovey for The | ||||||
4 | 7 Habits
for Law Enforcement, The Nobility of Policing, Leading | ||||||
5 | at the Speed of Trust, and Diversity Centered
Leadership; and

6 | WHEREAS, In 2012, Col. Johnson accepted a position under | ||||||
7 | the Director's Office as Chief of the Office of Equal | ||||||
8 | Employment
Opportunity, where she served until 2013; in 2013, | ||||||
9 | she was appointed to Lieutenant Colonel in the Division of | ||||||
10 | Internal Investigation; she was
promoted to Colonel in November | ||||||
11 | of 2016; and | ||||||
12 | WHEREAS, In 2014, Col. Johnson was appointed to serve as a | ||||||
13 | law enforcement
representative on the Governor's Racial | ||||||
14 | Profiling Prevention and Data Oversight Board, where she
| ||||||
15 | continues to serve; and | ||||||
16 | WHEREAS, Col. Johnson is a graduate of the Northwestern | ||||||
17 | School of Police Staff and Command, Class #282 and the Illinois
| ||||||
18 | Law Enforcement Training and Standards Board Executive | ||||||
19 | Institute Police Executive Role in the 21st
Century; she holds | ||||||
20 | a Bachelor of Science in Administration of Justice from | ||||||
21 | Southern Illinois
University and a Master of Arts in | ||||||
22 | Organizational Leadership from Lewis
University in Romeoville; | ||||||
23 | and

1 | WHEREAS, Col. Johnson married Richard Johnson in 2013 and | ||||||
2 | together they have two daughters; therefore, be it
| ||||||
3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
4 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
5 | congratulate Colonel JoAnn D. Johnson on her retirement from | ||||||
6 | the Illinois State Police, thank her for her service to the | ||||||
7 | State of Illinois, and wish her the best in all her future | ||||||
8 | endeavors; and be it further

9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | presented to Col. Johnson as an expression of our esteem and | ||||||
11 | respect.
