2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate
Belvidere Police Chief | ||||||
4 | Jan Noble on the occasion of his retirement on February 28, | ||||||
5 | 2018 after 44
years in law enforcement; and
| ||||||
6 | WHEREAS, Chief Noble is the longest-serving police chief in | ||||||
7 | the state with 38 years of
continuous service between Cherry | ||||||
8 | Valley and Belvidere; and
| ||||||
9 | WHEREAS, Chief Noble began his career in law enforcement in | ||||||
10 | 1974 with the Boone County
Sheriff's Department and Poplar | ||||||
11 | Grove Police Department; he joined the Cherry Valley Police | ||||||
12 | Department in 1976, where he
later became chief until he | ||||||
13 | relocated to Belvidere in 1995; and
| ||||||
14 | WHEREAS, Chief Noble was instrumental in establishing the | ||||||
15 | first drug unit in Belvidere and
combining the city's drug | ||||||
16 | enforcement efforts with Boone County; he worked tirelessly to | ||||||
17 | reduce crime rates and gang problems; and | ||||||
18 | WHEREAS, Chief Noble has represented the 1,200 police | ||||||
19 | chiefs in the State of Illinois on the
Illinois Law Enforcement | ||||||
20 | Training and Standards Board since 2014; he served as an | ||||||
21 | executive board member of the Illinois Association of
Chiefs of |

1 | Police; he served as president of the Northwest Chiefs of | ||||||
2 | Police Association in
1994; he is a life member of the | ||||||
3 | International Association of Chiefs of Police; and | ||||||
4 | WHEREAS, Chief Noble was a founding board member of the | ||||||
5 | State Line Area Narcotics Task
Force; he served as co-chairman | ||||||
6 | of the Illinois Terrorism Task Force
Communication Committee | ||||||
7 | since 2006; he served as co-chairman of the Winnebago/Boone | ||||||
8 | County Integrity
Task Force; he served as an advisory board | ||||||
9 | member of the Chrysler Police Fleet
from 2013 to 2016; and | ||||||
10 | WHEREAS, Chief Noble served as chairman of Illinois TRIAD, | ||||||
11 | where he brought together
committed police officers, legal | ||||||
12 | representatives, elderly rights advocates, and senior citizens | ||||||
13 | for
crime prevention and education throughout Illinois; he has | ||||||
14 | served as the chairman of Illinois Radio Emergency Assistance
| ||||||
15 | Channel; and
| ||||||
16 | WHEREAS, Chief Noble has been recognized by his colleagues | ||||||
17 | and community as a role model
both on the force and in the | ||||||
18 | community for his personable and approachable manner; | ||||||
19 | therefore, be it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
21 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we, | ||||||
