2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to recognize David C. Penn, Ph.D., on 50 | ||||||
4 | years of serving in the ministry; and
| ||||||
5 | WHEREAS, Dr. Penn is a native of Chicago and senior | ||||||
6 | minister of the Robbins Church of Christ, where he has served | ||||||
7 | since 1984; and
| ||||||
8 | WHEREAS, Dr. Penn preached his first sermon at the Far West | ||||||
9 | Church of Christ; he has served congregations in Chicago, | ||||||
10 | Cincinnati, and Milwaukee; and
| ||||||
11 | WHEREAS, Dr. Penn attended the Nashville Christian | ||||||
12 | Institute in Nashville, Tennessee; he is a graduate of | ||||||
13 | Rochester College; City University of Seattle, Washington; the | ||||||
14 | University of Nebraska; the University of Missouri; St. Xavier | ||||||
15 | University; Abilene Christian University; Concordia University | ||||||
16 | of Chicago; California Coast University; the International | ||||||
17 | Theological Seminary; the Northwestern Theological Seminary; | ||||||
18 | and the Colorado Theological Seminary; and | ||||||
19 | WHEREAS, Dr. Penn's academic portfolio includes an | ||||||
20 | Associate of Arts; Bachelor of Arts; Master of Education | ||||||
21 | (Curriculum and Instruction); Master of Arts (Educational |

11 | Theological Seminary; in addition to congregational ministry, | ||||||
12 | he is licensed in the states of Illinois and Tennessee as a "No | ||||||
13 | Child Left Behind" social science educator and administrator; | ||||||
14 | his state endorsements include principal and superintendent | ||||||
15 | administration, world history, United States history, | ||||||
16 | geography, civics, and political science; he presently serves | ||||||
17 | as a Professor of History at Joliet Junior College and | ||||||
18 | Professor of Biblical Studies and Urban Ministry for | ||||||
19 | Metropolitan Christian University in Louisville, Kentucky; he | ||||||
20 | was previously selected to serve as a keynote presenter at the | ||||||
21 | annual Illinois Council for the Social Studies Fall State | ||||||
22 | Conference in Lisle; and | ||||||
23 | WHEREAS, Dr. Penn is the Vice-Chairman and Secretary for | ||||||
24 | the Churches of Christ National Lectureship Executive |

13 | counseling agency chartered by the State of Illinois; founder | ||||||
14 | of the Institute of Biblical Studies (Chicago); and editorial | ||||||
15 | consultant for the National Lectureship Christian Courier | ||||||
16 | newspaper; and | ||||||
17 | WHEREAS, Dr. Penn is a member of Phi Delta Kappa, Delta | ||||||
18 | Epsilon Tau, Phi Beta Delta, and Kappa Delta Pi International | ||||||
19 | Honor Societies; he is the former vice-president of the Phi | ||||||
20 | Alpha Theta Pi Nu Chapter of the University of Nebraska; other | ||||||
21 | memberships include the Nancy Lyman Roelkner Scholarship | ||||||
22 | Committee of the American Historical Society; the National

23 | Alliance of Black School Educators; the National Council for | ||||||
24 | the Social Studies; the Illinois Council for the Social |

4 | WHEREAS, Dr. Penn has conducted evangelistic and revival | ||||||
5 | meetings along with seminars and workshops in over 30 states | ||||||
6 | across the nation; he is a frequent speaker on national and | ||||||
7 | regional lectureships hosted by the Churches of Christ; and | ||||||
8 | WHEREAS, Dr. Penn is recognized by the National Association | ||||||
9 | of Cognitive-Behavioral Therapists; the National Board of | ||||||
10 | Christian Clinical Therapists; the National Board of Christian | ||||||
11 | Professional and Pastoral Counselors; and the National | ||||||
12 | Christian Counselors Association; additional affiliations are | ||||||
13 | held with the American Counseling Association; the American | ||||||
14 | Association of Christian Counselors; the International | ||||||
15 | Association of Biblical Counseling; and the Southern Africa | ||||||
16 | Association of Pastoral Work in Pretoria, South Africa; and | ||||||
17 | WHEREAS, In 2005, Dr. Penn authored his first book, "My | ||||||
18 | Soul Looks Back and Wonders ... How I Got Over"; his second | ||||||
19 | book, "The Power of His Penetrating Presence", was published in | ||||||
20 | 2006 and is a compendium of sermons presented by various | ||||||
21 | ministers at the Church of Christ 62nd Annual National | ||||||
22 | Lectureship held in Chicago; and

1 | WHEREAS, Dr. Penn has written articles for the "Chicago | ||||||
2 | Defender", the "Chicago Sun Times", the "Cincinnati Herald", | ||||||
3 | the "African American Pulpit", the "Christian Courier", the | ||||||
4 | "Christian Echo", and the "Gospel Times"; and | ||||||
5 | WHEREAS, Dr. Penn is married to Brenda J. (Martin) and they | ||||||
6 | have two children, Dortricia and Danielle, and two | ||||||
7 | grandchildren, Rian Danielle Willingham and Kendall Dior | ||||||
8 | Dorsey; therefore, be it
