2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate the Honorable James B. |
4 | | Zagel on
the occasion of his taking Senior Status as a United |
5 | | States District Judge for the Northern District of Illinois; |
6 | | and
|
7 | | WHEREAS, Judge Zagel was appointed by President Ronald |
8 | | Reagan and has over 30 years of service; and
|
9 | | WHEREAS, Previously, Judge Zagel was appointed by Governor |
10 | | James R. Thompson to be the Executive Director of the Illinois |
11 | | Law Enforcement Commission and then Director of the Department |
12 | | of Revenue and Director of the Illinois State Police; and |
13 | | WHEREAS, Judge Zagel has also served as an assistant |
14 | | state's attorney for Cook County, chief
assistant attorney |
15 | | general for Arizona, chief prosecuting attorney for the |
16 | | Illinois Judicial Inquiry Board,
and an assistant attorney |
17 | | general of Illinois; and
|
18 | | WHEREAS, Judge Zagel served as a member of the Codes of |
19 | | Conduct Committee of the United States
Judicial Conference, a |
20 | | member of the Committee on Criminal Discovery Rules of the |
21 | | Supreme Court of
Illinois, and a member of the Task Force on |
|

2 | | Conviction
Remedies of the American Bar Association; he |
3 | | co-authored several editions of "Criminal Law

4 | | Administration" and "Cases and Comments on Criminal |

6 | | WHEREAS, Judge Zagel received his Bachelor of Arts and |
7 | | Master of Arts from the University of Chicago and his
Juris |
8 | | Doctor from Harvard Law School in 1965; he has presided over |
9 | | many notable cases including Lexecon, Inc., et
al. v. Milberg |
10 | | Weiss, et al., U.S.A. v. Frank Calabrese, et al, and U.S.A. v. |
11 | | Blagojevich; and
|
12 | | WHEREAS, In his spare time, Judge Zagel played substantial |
13 | | roles in two feature films, "Music Box" with
Jessica Lange and |
14 | | "Homicide" with Joe Mantegna; in 2002, he published his first |
15 | | novel, "Money to Burn"; therefore, be it
|
16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
17 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
18 | | congratulate the Honorable James B. Zagel on his Senior Status |
19 | | as a United States District Judge for the Northern District of |
20 | | Illinois,
and we wish him the best in all his future endeavors; |
