| 2 | | WHEREAS, Most health plans are required by Illinois and |
| 3 | | federal law to cover mental health and addiction treatment on |
| 4 | | par with other types of medical conditions; and
|
| 5 | | WHEREAS, Evidence indicates many patients have difficulty |
| 6 | | getting mental health and addiction treatment covered; |
| 7 | | although insurers have begun to change some of their practices |
| 8 | | to improve parity, the best ways of analyzing the problems and |
| 9 | | the effectiveness of possible solutions involve tracking |
| 10 | | information that is not available in Illinois; and
|
| 11 | | WHEREAS, Uncovering the barriers impeding access to mental |
| 12 | | health and addiction coverage in Illinois will not only improve |
| 13 | | the lives of people living with mental health and addiction |
| 14 | | challenges, but will also offer cost reductions for health |
| 15 | | plans and society at large; and
|
| 16 | | WHEREAS, The experience of other states indicates that a |
| 17 | | regular review of plan data with respect to how health plans |
| 18 | | design and apply their medical management protocols for mental |
| 19 | | health and addiction coverage compared to how they design and |
| 20 | | apply those same protocols for medical and surgical coverage |
| 21 | | offers the clearest picture of possible barriers; and
