2 | WHEREAS, President Trump has proposed to move $54 billion | ||||||
3 | from human and environmental spending
at home and abroad to | ||||||
4 | military spending, bringing military spending to well over 60% | ||||||
5 | of federal
discretionary spending; and
| ||||||
6 | WHEREAS, Polling has found the U.S. public favors a $41 | ||||||
7 | billion reduction in military spending, a $94
billion gap from | ||||||
8 | President Trump's proposal; and
| ||||||
9 | WHEREAS, President Trump himself admits that the enormous | ||||||
10 | military spending of the past 16 years has
been disastrous and | ||||||
11 | has made us less safe, not safer; and | ||||||
12 | WHEREAS, Fractions of the proposed military budget could | ||||||
13 | provide free, top-quality education from preschool
through | ||||||
14 | college; it could end hunger and starvation, convert the U.S. | ||||||
15 | to clean energy,
provide clean drinking water everywhere it's | ||||||
16 | needed, build fast trains between all major
U.S. cities, and | ||||||
17 | double non-military U.S. foreign aid rather than cutting it; | ||||||
18 | and | ||||||
19 | WHEREAS, One hundred and twenty one retired U.S. generals | ||||||
20 | have written a letter opposing cutting foreign aid; and |

1 | WHEREAS, A United States responsible for providing clean | ||||||
2 | drinking water, schools, medicine, and solar
panels to others | ||||||
3 | would be more secure and face far less hostility around the | ||||||
4 | world; and
| ||||||
5 | WHEREAS, Our environmental and human needs are desperate | ||||||
6 | and urgent; and
| ||||||
7 | WHEREAS, Economists at the University of Massachusetts at | ||||||
8 | Amherst have documented that military
spending is an economic | ||||||
9 | drain rather than a jobs program; therefore, be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
11 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
12 | urge the United States Congress to move our tax dollars in | ||||||
13 | exactly the opposite direction proposed by the President, from | ||||||
14 | militarism to human and environmental needs; and be it further
| ||||||
15 | RESOLVED, That suitable copies of this resolution be | ||||||
16 | delivered to President Donald Trump, U.S. Senate Majority | ||||||
17 | Leader Mitch McConnell, U.S. Senate Minority Leader Chuck | ||||||
18 | Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of | ||||||
19 | Representatives Minority Leader Nancy Pelosi, and all members | ||||||
20 | of the Illinois Congressional Delegation.
