HOUSE RESOLUTION

  
 
2    WHEREAS, The Governor is the Chief Executive of the State 
3of Illinois and already has
programs that honor State employees 
4such as TEAM (Transparency, Ethical Conduct,
Accountability, 
5and Motivated customer service) and the State Government 
6Suggestion Award
Board; and
  
 
7    WHEREAS, State employees are asked to do more with less, 
8especially with the current budget
impasse; and
  
 
9    WHEREAS, Trust and accountability are not only buzzwords 
10that are said to meet a random
metric but are standards to  aid 
11the State in meeting the
requirements for all public sector 
12vanguard; and
  
 
13    WHEREAS, Human resources should recognize that human 
14capital and the human spirit
blend together to reveal that 
15State employees are an asset in public service to all
and not 
16just the few; and
  
 
17    WHEREAS, The citizens of the State realize that the real 
18work is done behind the
scenes by front line employees and not 
19a "Superstar" or a big title person in management; and
  
 
20    WHEREAS, All State employees, regardless of position,

1agency, title, duty, or salary are part of
one team where 
2together everyone achieves more; therefore, be it
  
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
4HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
5urge the Governor to create the Unsung Heroes State
Employee 
6Program that instructs department heads to nominate an employee 
7each
month to acknowledge outstanding efforts in lieu of 
8plaques and financial bonuses; and be it further
  
 
9    RESOLVED, That suitable copies of this resolution be 
10delivered to the Governor and all agency
directors in the 
11Executive Branch.
