| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives would like
to congratulate Lucas Foppe and his | ||||||
| 4 | team on winning the annual
NSA Cyber Defense Trophy; and
| ||||||
| 5 | WHEREAS, Lucas Foppe is a native of Breese; he attended
All | ||||||
| 6 | Saints Academy Catholic School and Breese Mater Dei Catholic | ||||||
| 7 | High School; he is the son of Bill and Denise Foppe, and the | ||||||
| 8 | brother of Nick
Foppe, Katie Foppe, and Emily (Neil) Kohnen, | ||||||
| 9 | and uncle to William Kohnen; and
| ||||||
| 10 | WHEREAS, For the past several months leading up to the
| ||||||
| 11 | event, Lucas Foppe and the 14 other midshipmen and their | ||||||
| 12 | counterparts
from the United States Coast Guard Academy, the | ||||||
| 13 | Merchant Marine Academy,
the Military Academy, and the Royal | ||||||
| 14 | Military College of Canada have
been preparing for the live | ||||||
| 15 | competition by building and securing
their own networks; and | ||||||
| 16 | WHEREAS, During the competition, experts from the NSA
| ||||||
| 17 | attacked each team's networks while they attempted to detect
| ||||||
| 18 | and recover from those intrusions and attacks; and | ||||||
| 19 | WHEREAS, The Naval Academy's victory comes with bragging
| ||||||
| 20 | rights, a trophy, and the opportunity to meet with Vice
| ||||||
| 21 | President Pence at the Eisenhower Executive Office Building; | ||||||
| |||||||
| |||||||
| 1 | and
| ||||||
| 2 | WHEREAS, Lucas Foppe was named captain of the Naval | ||||||
| 3 | Academy's
competitive cyber team and competed on the varsity | ||||||
| 4 | offshore
sailing team; and
| ||||||
| 5 | WHEREAS, Lucas Foppe is in his fourth and final year at the
| ||||||
| 6 | Naval Academy, where he studied computer engineering and
will | ||||||
| 7 | serve as a cryptologic warfare officer; he is graduating on May | ||||||
| 8 | 25, 2017 and will be stationed in Hawaii; and
| ||||||
| 9 | WHEREAS, Lucas Foppe has been working hard to prepare for | ||||||
| 10 | his
career through interactions with the intelligence | ||||||
| 11 | community, including two internships at the NSA and a research | ||||||
| 12 | project
coordinated with members of the intelligence | ||||||
| 13 | community; therefore, be it
| ||||||
| 14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 15 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 16 | recognize Lucas Foppe on leading his team to victory in the | ||||||
| 17 | annual NSA Cyber Defense Exercise; and be it further | ||||||
| 18 | RESOLVED, That we wish Lucas Foppe success in his future
| ||||||
| 19 | endeavors after the Naval Academy; and be it further
| ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
