2 | | WHEREAS, It has come to the attention of the Illinois House |
3 | | of Representatives that distinguished lobbyist Richard "Dick" |
4 | | Lockhart has recently
announced that he will be retiring at the |
5 | | end of this session after 59 years as a registered lobbyist; |
6 | | and
|
7 | | WHEREAS, Richard Lockhart was born in Lima, Ohio on January |
8 | | 20, 1924; and |
9 | | WHEREAS, Richard Lockhart enlisted in the United States |
10 | | Army in 1943; during his time in the service he was held
as a |
11 | | prisoner of war in 1945, and as a result of his bravery and |
12 | | selflessness, he was awarded the Bronze Star and
the Combat |
13 | | Infantryman Badge; he was honorably discharged from service on |
14 | | December 12, 1945; and |
15 | | WHEREAS, Richard Lockhart returned to Chicago and |
16 | | continued his education at Northwestern University
Evening |
17 | | School in 1946; and |
18 | | WHEREAS, Richard Lockhart married Dorothy Phelps in 1948 |
19 | | and together they raised two children,
Lisa and David; and |
20 | | WHEREAS, Richard Lockhart pursued a career focused on |

1 | | politics, forming a lobbying and consulting firm,
Social |
2 | | Engineering Associates in 1958; he published a nonpartisan |
3 | | newsletter, "The Illinois Political Reporter" beginning in |
4 | | 1961 until 1986; and

5 | | WHEREAS, Richard Lockhart was named as one of the "10 Best |
6 | | Lobbyists in Illinois" by the Chicago Sun-Times; he served as a |
7 | | special consultant to the President of the Constitutional |
8 | | Convention in 1970, as
speaker of the Illinois Third House in |
9 | | 1981, and in 2004, he was the recipient of the Illinois Third |
10 | | House
Lifetime Achievement Award; and
|
11 | | WHEREAS, Richard Lockhart has authored numerous works, |
12 | | including, "The Legislative Process and the Pursuit of Virtue", |
13 | | "Words Wise and
Otherwise", and "Lockhart Logic", as well as |
14 | | compiling a World War II memoir in which he eagerly
shares his |
15 | | vast knowledge with friends and strangers alike; and
|
16 | | WHEREAS, Richard Lockhart has, throughout his lifetime, |
17 | | given generously to support the United States Holocaust
|
18 | | Memorial Museum, the Illinois State Library, and the Allen |
19 | | County Public Library in Ft. Wayne, Indiana; and |
20 | | WHEREAS, Richard Lockhart has admirably served numerous |
21 | | clients over his career including: the Illinois Credit Union |
22 | | League, the Illinois Mental Health Association, the Illinois |

1 | | School Psychologists Association, the Condominium Association |
2 | | of Chicago, the Retired Chicago Teachers Association, the State |
3 | | University Annuitants Association, and many other groups; and
|
4 | | WHEREAS, Upon retirement, Richard Lockhart plans to write a |
5 | | civics guide on lobbying and the legislative process; |
6 | | therefore, be it
|
7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
8 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
9 | | hereby extend our best wishes to Richard "Dick" Lockhart on the |
10 | | occasion of his retirement and commend him for his years of |
11 | | dedication to the people of the State of Illinois; and be it |
12 | | further

13 | | RESOLVED, That a suitable copy of this resolution be |
14 | | presented to Richard Lockhart as an expression of our
esteem |
15 | | and respect.
